Duties

  • You will serve as an expert assessing Navy and Marine Corps Echelon II/III commands in Safety Culture, Risk Management, and Safety Management Compliance.
  • You will be responsible for evaluating the standardization between Fleet/Fleet Marine Force (FMF) requirements and mission performance.
  • You will serve as a Safety Management System (SMS) expert responsible for assessing and evaluating the Navy and Marine Corps' SMS.
  • You will serve with senior Navy and Marine Corps representatives to achieve risk management synergy within the Naval Enterprise.
  • You will enhance assessment, training, and education by possessing a tremendous breadth of experience, which qualifies you to serve as an advisor, assessor, trainer, teacher, and role model.
  • You will understand and assess complex issues and events from a perspective gained over many years in similar positions providing insights and counsel necessary for senior leaders to lead large and complex organizations.
  • You will mentor Flag/General Officer/Senior Executive Service (SES), and Commanders using experience-proven methods to develop teams and rapidly build senior leader competence and confidence in support of enhancing risk management and readiness.
  • You will partner with Naval Safety Command Assessment Teams mentoring Flag/General Officers/SES in risk identification, communication, and accountability, providing assessment and recommendations to succeed in today's complex environment.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Expert knowledge and experience in current and future military operations gained from positions of high responsibility as a Flag/General Officer. Must have a knowledge of contemporary challenges and the various facets of Department of Defense readiness and risk mitigation.

2. Mastery of advanced mentoring and coaching skills and had significant experience in positions of leadership at the Flag/General Officer-level.

3. Expert knowledge of operational art and the military planning process and how to fully integrate a culture of safety and risk management into designing, planning, and conducting military operations in extremely complex joint, interagency, intergovernmental, and multinational environments.

4. Master communicator who can both train and mentor Flag/General Officer/SES Commanders and Staffs to succeed in understanding the environment and effectively working with other stakeholders in fully integrating a culture of safety and risk management into designing, planning, conducting, and assessing operations.

5. Expert understanding of current authoritative guidance and instruction of Occupational Safety and Health (OSH) Act of 1970, Executive Order 12196, 29 Code of Federal Regulations (CFR) 1960, Department of Defense Instruction (DoDI) 6055.01 Safety and Occupational Health (SOH) Program, enterprise through operational risk management strategies, and International Organization for Standardization (ISO) 45001 safety management systems.

6. Knowledge of government - private sector interaction, understanding of authorities, equities, capabilities, and contributions toward a comprehensive, whole-of-government approach towards complex emergent and contingency operations.
