Help

As the Assistant Commissioner, Office of Solutions, you be responsible for the Technology Solutions Portfolio in TTS, covering a host of technology products, platforms, and/or programs across multiple portfolios and determine the Office of Solutions’ vision, strategic direction, objectives and goals, including the overall planning, management and direction of the program. This critical leadership position serves as a top-level advisor and consultant to the Deputy Director, TTS and the Deputy Commissioner/Director, TTS and provides advice and consultation in the development of policies, plans, and practices that may result in government­ wide impact as it relates to specific technology solutions. 

Furthermore, as the Assistant Commissioner you'll:

  • Ensure proper oversight and develop and implement a system for performance measures that link operations to goals and objectives of the Solutions portfolio.
  • Lead in a proactive, customer­ responsive manner consistent with TTS, FAS, and GSA’s vision and values to effectively communicate program issues to external audiences.
  • Use effective business practices, including balanced measures of results, and values and invests in each employee; emphasizing empowerment and two­ way communication.
  • Develop innovative approaches and alternative technology solutions to solve problems associated with products, platforms and programs to meet the needs of the American public.
  • Build and maintain effective internal and external working relationships to address issues of mutual interest with other federal agencies, top agency management, municipal and state agencies, foreign governments, subject matter experts, industry and other high-level officials in the public, not ­for ­profit and private sectors.
  • Foster a responsive environment to both customer needs and technology changes in the private sector and leveraging technology that most efficiently and effectively meets the needs of the public.
  • Collaborate with the Office of Management and Budget (OMB), including the Office of Science and Technology Policy (OSTP), and a myriad of other federal agencies on relevant projects, policies, and initiatives.
  • Market the technology solutions and associated projects to appropriate audiences through speeches, presentations, articles for publication, newsletters, as well as computer-based information sources; identify, review and collaborate on articles for trade journals, scholarly journals and periodicals to highlight transformation and business performance across TTS.
  • Coordinate and conduct briefings and/or evaluation panel meetings comprised of GSA officials and other agencies and departments in leveraging technology that most efficiently meets the needs of the public.
  • Ensure financial and managerial accountability by acting with prudence when executing fiduciary responsibilities.
  • Directly manage division directors within the Office of Solutions, providing leadership and mentoring.
  • Foster the development of a world­ class workforce and facilitates cooperation and teamwork.
  • Provide oversight on policy development, program budgets, brand management, communication plans, and implementation of operating procedures, practices, and management controls.
  • Be responsible for furthering diversity within the Office, ensuring equal opportunity in recruitment, selection, training, awards, and assignments.

CONDITIONS OF EMPLOYMENT:

  • This position is a non-critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • Veteran's preference does not apply to positions in the Senior Executive Service.  
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.  If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.  Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Your resume must show possession of the Executive Core Qualifications (ECQs) listed below but must not address the ECQs through separate narrative responses.

You must submit a supplemental statement that separately addresses each of the Mandatory Technical Competencies (MTCs) listed below. Your resume should also corroborate your possession of the MTCs. Your supplemental MTC statement must be restricted to no more than one (1) page per MTC. Information beyond one page for each MTC will not be evaluated. Your application will not be considered if you fail to submit this supplemental statement.

MANDATORY TECHNICAL COMPETENCIES:

1. Demonstrated senior-level experience leading medium to large scale (100+) digital technical organizations through the development and delivery of products and services to end users (consumer or business). This experience must include:

  • Defining and/or redefining product strategies and roadmaps based on newly discovered consumer or business needs based on data-driven insights and measured outcomes
  • Delivering direct value to end users through software delivery or innovation, ensuring continuous discovery of business and user needs, or the operational improvement of a product or service in production.
  • Experience using modern software development best practices (e.g. agile methodologies, iterative development, customer-experience driven design, continuous integration and deployment)

2. Demonstrated senior-level experience leading medium to large scale (100+) technical organizations through the improvement of internal operational processes. This experience must include:

  • Extensive experience in communicating/coordinating with internal and external stakeholders to negotiate and successfully implement program objectives.
  • Experience leading large cross-functional teams made up of senior-level product managers, product owners, engineers, data scientists and analysts, and designers (UX, IX) for the development and employment of digital solutions in the private or public sector.
  • Experience hiring, training, and supervising first and/or second line supervisors, manager, and staff (technical and non-technical) focused on building, delivering and maintaining technology products and services.
  • Experience leading strategic and tactical organizational change such as internal process improvements (e.g. agile transformations) or structural realignments
  • Creating and delivering talent growth and development plans through a culture of continuous improvement that include succession planning for key positions

3. Demonstrated executive-level experience in managing the performance of medium to large digital technology organizations (service providers, consulting). This experience must include:

  • Collaborating with senior-level customers and/or stakeholders to define the strategy evaluating feasibility and opportunity while managing risk to arrive at a balanced portfolio of products and programs.
  • Providing oversight for operational management of business agreements, financial planning, hiring practices, stakeholder communications, and partner relationships.

4.  Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.

5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Additional information

Based on GSA’s and our customers’ current requirements, the selectee for this position will be expected to work primarily from home, and travel frequently to the Washington, DC headquarters office, unless the selectee resides in the Washington, DC metro area.

However, GSA and customer requirements may change, and can make it necessary for the selectee to relocate geographically at some point in the future. Please note that the Senior Executive Service (SES) rules for all SES positions require an executive to relocate when agency needs require so; an executive who declines a management directed reassignment (including a reassignment that requires relocation) may be removed from the Senior Executive Service.

Please also note that there is no locality pay component to SES pay.  All SES pay is considered base pay; therefore, SES pay does not typically adjust due to a change in duty location.
