Duties

Help
  • Research applicable laws, directives and other regulatory material to gain audit knowledge.
  • Develop audit guides and provide a clear path for developing findings, identifying root causes, explaining the effect, and preparing actionable recommendations.
  • Lead assigned audit team in identifying, distributing, and balancing workload and tasks among employees to accomplish the overall mission.
  • Research, learn, and apply a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency and work products.
  • Utilize audit data to evaluate results and develop audit reports, findings, and recommend solutions.
  • Lead meetings with internal and external officials.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • Position has been designated as TS/SCI (Sensitive Compartmented Information), Security designation level such as Special Sensitive. Incumbent is required to obtain and maintain a TS/SCI security clearance.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Qualifications for the 0511 Series:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
Specialized Experience Definition:
GS13: You must have 52 weeks of specialized experience at the GS-12 level or equivalent under GS or another pay system that demonstrates skill in utilizing professional knowledge of the theory, concepts and practices of accounting and auditing to ensure quality work when conducting audit reviews; analyze data, draw conclusions and recommend corrective action; and work as an audit team member ensuring overall project is accomplished within Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), or other established guide and timelines.

GS12: You must have at least 52 weeks of specialized experience, equivalent to the GS-11 level in the Federal Service or another pay system that demonstrates that demonstrates skill in researching applicable laws, directives, and other regulatory material to plan and conduct audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), collecting audit data, drafting audit reports within established guidelines, and providing recommendations to correct deficiencies found during the audit. Works as part of an auditing team.

GS11: You must have at least 52 weeks of specialized experience, equivalent to the GS-9 level in the Federal Service or another pay system that demonstrates that demonstrates skill in researching applicable laws, directives, and other regulatory material to provide assistance in planning and conducting audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), provide assistance in collecting audit data and drafting audit reports within established guidelines. Works as part of an auditing team.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: Auditing Series 0511 (opm.gov)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Only experience and/or education obtained by the closing date of this announcement will be considered.

Education

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

There is no substitution of education for the qualifying experienceat the GS-12 or highter grade level.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
