Summary

This position is the VA Sierra Pacific Network (VISN 21) Deputy Network Director (DND) for the Financial and Logistics Operations. The DND is directly accountable for providing strategic leadership and direction to the activities of the Network's Chief Financial Officer, Chief Logistics Officer, Capital Asset Manager and the Financial QA Officer as well as other areas as assigned by the Network Director.

Provides authoritative advice and expertise in all areas of finance, logistics and capital assets management and utilization.

Ensures the VISN is in full compliance with VHA and VA policy and regulatory requirements in all finance, logistics and capital asset management.

Collaborates with Network leadership, Medical Center Directors, Chiefs of Staff, and others to develop and implement Network-wide and national policies and procedures.

Encourages finance, logistics and capital asset management innovations at individual Network sites as between Networks and disseminations successes throughout the Network and VHA as appropriate.

Oversees Develops and implementation s of the VISN financial plan and budget.

Assists in developing the Network's capital asset goals and objectives, and short and long-range plans for achieving them, consistent with identified methods of efficient operations.

Uses comprehensive knowledge of VA policies and administrative laws, regulations, policies and procedures applicable to the administration of veterans' health care programs is needed to advise the Network Director and facility managers in aspects of finance, logistics and capital asset management and business management.

Uses high level health system administration skills, with significant management experience, in a health care system.

Exercises independence in identifying , objectives,, and tasks to be performed through discussions with the Network's Executive Leadership Council, VA Central Office, Facility Directors and Service Line Managers. Uses leadership experiences and theoretical in the management of staff, in the development of an integrated healthcare system, and staff coordination.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: To qualify for the GS-15 grade level applicants must have one-year specialized experience at least equivalent to the GS-14 grade level, which is directly related to the position to be filled, and which has provided the candidate with the knowledge, skills and abilities to successfully perform the duties of this position.

Experience must demonstrate the following:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

Missions, organizations, programs, and requirements of health care delivery systems;

Regulations and standards of various regulatory and credentialing groups; and

Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Applicants must also possess:

Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

There is no educational substitution for the GS-15 level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

The Office of Personnel Management (OPM) Group Coverage Qualification Standards for Administrative and Management positions apply to this position in conjunction with the Individual Occupational Requirements for Health System Administration Series, 0670.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
