Duties

Help

The Financial Manager:

  • Directs the accounting, budget, and financial management programs through subordinate staff.
  • Develops and administers fiscal policy and is responsible for the financial accountability of all funds authorized. Prepares material for the FY budget and its presentation to OMB, etc..
  • Represents the Corporation with external contacts such as OST, OMB, US Treasury, and GAO in the administration of accounting, fiscal, budget, and financial management duties.
  • Administers audits of internal operations and coordinates external audits from OST, GAO, and IG.
  • Coordinates with the Canadian St. Lawrence Seaway Management Corporation on financial policies and procedures affecting both entities.
  • Supervises a subordinate staff, plans work assignments, sets and adjusts short and long-term priorities and prepares schedules for completion of work.

The ideal candidate will have expert level experience in financial accounting and budgeting for a corporation or government agency including significant experience as a supervisor and excellent written and verbal communication skills with co-workers and external contacts.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • FINANCIAL DISCLOSURE FORM: Position requires completion of OGE-450, Financial Disclosure Form.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in a combination of financial accountability and acquisition functions. Examples of such experience are: independent responsibility for ensuring fiscal requirements were met and sound financial management was employed; ensuring acquisition policies, procedures and regulations were adhered to; ensuring reporting and budget control systems supported expenditures and requests.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.(assessed on resume and at interview)
  2. Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations) (assessed on resume)
  3. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (assessed at interview)
  4. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. (assessed on resume and at interview)
