Duties

Help
  • Directs, coordinates, and oversees critical operational and integration systems engineering for the Enterprise efforts to establish, maintain, and improve health records information systems, their hardware and software applications.
  • Conceives, analyzes, and evaluates new concepts and combinations of advanced technologies. Establishes requirements for technologies and identifies alternatives to meet program needs.
  • Evaluates and advises on the feasibility of new technology and state-of-the-art equipment for incorporation into existing systems and equipment, providing leadership in the use of prototypes.
  • Develops policies, guidelines, and procedures governing the design development, testing and production of electronic medical records.
  • Exercises the full range of supervisory authority regarding assignment of projects and tasks.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • Advanced (formerly Level III): This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical certification within 48 months as of entrance on duty.

Basic Requirement for Supervisor Computer Scientist, NH-1550-04:

Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: performing health records information systems development; AND managing hardware and software applications and testing operations; AND implementing systems of systems; AND performing software development to include Agile and DevSecOp; AND leading organizational transformation/change. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
