Duties

Help
  • This position serves as the Human Resources (HR) Officer for the Human Resource Service Branch, Division of Support Services, California State Office.
  • Provides senior staff counsel and assistance to the State Leadership Team on all aspects of HR program management.
  • Executing program management operations including staffing and placement, employee/labor relations, workers compensation, training and development, strategic outreach and other HR areas including program evaluation, program planning and budgeting.
  • Advises key officials on all HR management matters including workforce design and planning efforts, policy development, program design and implementation, productivity improvement, position management and labor relations.
  • Explains and interprets HR laws, rules, and regulations for managers, supervisors, and employees.
  • Conducts organizational awareness and leads innovative HR initiatives in an effort to develop and implement strategic human capital plans.
  • Analyzes trends and forecasts changes in workforce requirements that are designed to meet future mission demands.
  • Works closely with management and Equal Employment Opportunity (EEO) officials to develop diversity program goals.
  • Plans and tracks work to be accomplished, sets workload priorities and deadlines, makes assignments based on capability and expertise.
  • Evaluates the subordinate supervisors' performance and the performance of those employees reporting directly to them while giving advice or instructions to subordinates on work and administrative matters.
  • Ensures all personnel management actions are in accordance with merit principles and EEO program guidance.

To qualify at the GS-14 level you must meet the following:

Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Human Resources Officer. Examples of qualifying specialized experience include Human Resources experience as a team leader, supervisor, or senior specialist serving as a technical authority; providing advice and guidance on a wide range of complex or controversial personnel actions and issues; improving organizational structures and workforce plans; interpreting a wide range of personnel laws, rules, and regulations to develop and implement federal human resources policies, programs, or initiatives; and leading others in the development and provision of personnel products, training, programs, and initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is usually performed in an office setting. No unusual physical demands are required.

Work Environment: The physical surroundings involve normal everyday risks and discomforts. The position requires the incumbent to travel approximately 15% of the time. Most travel is accomplished by commercial aircraft or automobile.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
