Duties

Help

As a TRANSPORTATION ASSISTANT (TITLE 32), GS-2102-5/6/7, you will support the Defense Movement Coordinator with the planning and preparation of unit movement plans and management of military convoy operations.

Major Duties - This is NOT an all-inclusive list:

  • Perform continuous independent review and refinement of movement data based upon input from all military units within or transitioning through the State.
  • Analyze movement data to determine the impact changes have on convoy movement scheduling.
  • Review reports from various agencies and consolidate statistical data for the purpose of isolating significant facts and trends relating to geographical considerations, demographics, and adherence to prescribed directives.
  • Maintain comprehensive knowledge of regulations and guidelines pertaining to movement planning and highway regulation.
  • Assist in providing guidance and assistance to unit personnel on the preparation of unit level mobilization plans.
  • Provide administrative, clerical and typing support to the DMC Branch to include maintenance of publication library, file management, and word processing input.
  • Review, validate, and input Unit Movement Data (UMD) to various federally approved operating systems.
  • Responsible for collecting, reviewing, and expediting mobilization and movement related documents.
  • Monitor and track the receipt of mobilization movement data.
  • Support the Defense Movement Coordinator with planning and coordinating peacetime movements of Department of Defense (DOD) units by modes using military transportation assets.
  • Assist in the management, maintenance, scheduling and dispatch of General Service Administration (GSA) and Transportation Motor Pool (TMP) vehicles and equipment.
  • Assist in the management and certification of all government owned and leased inter-modal shipping containers.

  • Excepted service position requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • Direct deposit is mandatory.
  • Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain Over-Night (RON) to accomplish assigned mission.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted - Minimum Rank of E1 - Maximum Rank of E9

GENERAL EXPERIENCE: MUST possess experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-07 Level-MUST possess specialized experience which includes 12 months experience, education, or training obtaining and interpreting information; experience applying directives and regulations governing transportation of personnel, cargo or freight; experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations. GS-06 Level-MUST possess specialized experience which includes 9 months experience, education, or training involving verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations. GS-05 Level-MUST possess specialized experience which includes 6 months experience, education, or training in planning of itineraries, selections of modes of transportation, routing of travelers, securing of tickets or reservations; Experience in working independently and able to perform without little guidance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using Education to qualify for this position, one full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
