Summary

This PDP Operations position is located in the Budget Office. It is a 2-year program for entry level employees. The PDP focuses on assimilating new staff into GAO by developing and enhancing knowledge, skills and abilities through a combination of formal and on-the-job training and exposure to various projects through engagement rotations. All members of the PDP meet regularly with advisors to identify professional goals, discuss developmental opportunities and reinforce performance feedback.

Typical entry-level duties include:

  • Planning, prioritizing, and/or balancing own work assignments, identifying feasible work management approaches that address required activities and timelines.
  • Developing, identifying, contributing to, and/or using techniques, tools, and processes that are methodologically sound and targeted to job requirements.
  • Collecting relevant information that is aligned with objectives/planning decisions and meets needs.
  • Assists and supports program reviews, resource needs analysis, performance data reviews, and prepares reports to reflect the status of funding for assigned teams and offices-Prepares program specific guidance and assistance in budget formulation, preparation, presentation, justification and execution to assigned organizational components.
  • Monitors program performance, workforce and resource utilization to ensure that funds are used in the most cost-effective manner.
  • Coordinates budget and financial information with procurement and other financial management staff as necessary to validate funding.
  • Supports technical studies of various programs and technical components of the budget process (i.e., Salaries & Expenses, compensation, and other cost estimates) as necessary and furnishes written or oral reports which include determinations as to budget impact, procedures, or methods to solve budget formulation issues, or recommendations for required changes. Supports the management of budget object classes (BOCs} and reviews and analyzes financial reports to identify cases where reprogramming is needed, and recommends actions.
  • Advice senior Budget and FMBO staff, program managers and other officials on requirements for the preparation, documentation, and submission of budget requests, including evaluating budgetary submissions received from assigned components in order to determine the accuracy and adequacy of budget amounts submitted.
  • Supports budget project teams in developing guidance and implement new or revised budget program requirements and budget policy directives.
  • Assists with preparing responses to inquiries from Congressional committees regarding budget scenarios and -guidance to program officials responsible for providing budget information to the Congress, including projections for near term and out-years to provide options to support GAO program operations.
  • Advise FMBO and Budget leadership on urgent operational issues and recommends solutions.

Qualifications

Applicants may qualify solely on the basis of education if they have one of the following: (1) a Bachelor's degree with Superior Academic Achievement, (2) at least one year (18 semester hours) of graduate education, (3) a combination of graduate education and work experience or (4) at least one year of specialized experience at the GS-5 level or equivalent.

BACHELOR'S LEVEL EDUCATION W/SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Applicant has completed a full 4-year course of study from an accredited college or university with a Bachelor's degree and education meets requirements for SAA. Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

NOTE: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. OR

GRADUATE LEVEL EDUCATION: Applicant has completed at least 1 year of full-time graduate education which will lead to a master's or graduate degree. One full year of graduate education is generally considered 18 semester hours or the number of hours determined by the school attended to represent 1 year of full-time study.

OR

Combination of graduate education and experience may be used to meet total qualification requirement for the position. The total qualification is determined by adding the percentage of the qualifying education (less than 18 graduate semester hours) and the percentage of the creditable specialized experience (detailed below). The total percentage must equal 100 percent to qualify for the position.

OR

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-5 in the federal service, or comparable private/public sector experience that has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as: creating reports using an automated financial data system; research and track financial obligations; audit financial records for proper allocation; analyze, reconcile discrepancies and recommend solutions to improve financial procedures.

This is an entry level position in which applicants will join the PDP Operations program will be placed on the FMBO team. We have a need for a limited number of entry level staff to work only within GAO's FMBO while they are in the developmental program.

The salary range reflects the range of the pay band. Upon selection, the salary range will be adjusted to the specific geographical location that you are selected for.
