The incumbent serves as Facilities Specialist in the Facilities Management Division (T/PF). The General Services Specialist serves under the supervision of the Director, Facilities Management Division.

Duties

Help

Duties include, but are not limited to:

  • Assist in the oversight and management of the Division's in-house warehousing operations and labor contract that provides support for office moves, space modifications, receiving, shipping and transporting office furnishings, equipment, and other materials.
  • Assist with the planning and implementation of renovation projects. Includes drawing layout plans, developing statements of work and conducting cost analyses for electrical, carpentry, painting, modifications to existing mechanical systems and special alterations for the disabled.
  • Utilize project management software to develop schedules needed to plan and implement assigned projects.
  • Assist with performing routine space inspections to identify and correct maintenance problems ( e.g. Heating Ventilation and Air Conditioning (HVAC) problems) and to investigate routine safety problems. Implements corrective action, and follows up to ensure resolution of the problems.
  • Serving as Contracting Officers Representative (COR) for designated projects.

Qualifications

At the GS-09 level, the incumbent is in a developmental role and will take on more responsibilities that will be handled independently as career ladder promotions are received.
Specialized Experience at the GS-9 grade level: To be considered using specialized experience at the GS-09 level, applicants must have one year of specialized experience equivalent to the next lower grade level (GS-07), which is directly related to this line of work.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must possess one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level completing the following:- Experience researching and supporting the team projects, including, planning, organizing, and balancing schedules to provide oversight to the maintenance and/or repairs and facilities;- Experience identifying maintenance problems and using investigating issues to develop fiscally responsible solutions to routine safety problems.- Experience functioning as or supporting contract officer representatives or providing oversight to projects completed by vendors or contractors.- Knowledge of and experience with using Footprints, and Facility Management (FM) Systems.

At the GS-11 level, the incumbent will take on more responsibilities that will be handled independently as career ladder promotions are received.

  • Skill identifying maintenance problems and using investigating issues to develop fiscally responsible solutions to routine safety problems.
  • Demonstrated experience functioning as or supporting contract officer representatives or providing oversight to projects completed by vendors or contractors.
  • Knowledge of and experience with using Footprints, and Facility Management (FM) Systems.
At the GS-12 level, the incumbent is at the full performance level of the position, and handles responsibilities independently.

Specialized Experience at the GS-12 grade level: To be considered using specialized experience at the GS-12 level, applicants must have one year of specialized experience equivalent to the next lower grade level (GS-11), which is directly related to this line of work.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must possess one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level completing the following:- Ability to independently research and support the team projects; including planning, organizing, and balancing schedules to provide oversight to the maintenance and/or repairs and facilities.- Ability to independently identify maintenance problems and use investigating issues to develop fiscally responsible solutions to routine safety problems.- Experience independently functioning as or supporting contract officer representatives or providing oversight to projects completed by vendors or contractors.- Mastery knowledge of and experience with using Footprints, and Facility Management (FM) Systems.

Education

To qualify via education at the GS-9 level requires a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LLB. or J.D., if related.

To qualify via education at the GS-11 level requires a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree.

Education may not be substituted for specialized experience at the GS-12 level.
