Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector.

Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.
If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.
The Office of Personnel Management has identified five executive core qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.
They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.)
(Note: Current career Senior Executive Service (SES); former career Senior Executive Service (SES) who are reinstatement-eligible; and graduates of OPM-certified Candidate Development Programs are not required to address the ECQs, but must address the Mandatory Technical Qualifications.)
ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE:You must demonstrate the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building
ECQ 3 - RESULTS DRIVEN:This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN:This ECQ involves the ability to manage human, financial, and information resources strategically.
Leadership Competencies: Financial Management, Human Capital Management, Technology Management

Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating
MTQs are designed to assess an applicant's experience relevant to the specific position requirements. Each MTQ narrative response must: (1) not exceed two pages per narrative statement; (2) include specific examples of your experience, education, and/or accomplishments; and (3) address specific challenges, contexts, actions, and results. (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
Senior level experience in budget, program, and policy analysis, with practice in the use of quantitative techniques.
Experience in, or demonstrated potential for, leading teams and/or managing a professional staff to achieve timely, effective, and high-quality results.

Demonstrated ability to communicate concisely and effectively with senior policy officials, both orally and in writing, particularly in support of policy processes that often involve short timeframes.
Demonstrated experience working on international affairs issues, particularly on issues related to the Department of State including Diplomatic programs, and security assistance.
If you do not submit a separate statement addressing the ECQs and MTQs, you will not receive consideration for the position. If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, although MTQ's are required, you do not need to respond to the ECQs.
