Duties

Help

As a Chief of State Branch under the general direction of the Deputy Associate Director for International Affairs some of your typical work assignments may include:

  • Advises the Deputy Associate Director on the formulation and approval of legislation.
  • Manages a professional staff responsible for budget formulation, legislative analysis, and management improvement focused on U.S. International Programs, including those of the Department of State, the U.S. Agency for International Development, U.S. Agency for Global Media; U.S. Institute of Peace and other Departments and Agencies.
  • Leads and supervises the work of budgetary and program analysts tasked to review and analyze programs to evaluate their effectiveness, allocate budget resources, and prepare budget, legislative, and management proposals.
  • Reviews budget submissions, acts as chair of budget hearings, and with the Deputy Associate Director, presents recommendations thereon to the Director, the Deputy Director, and other members of the Director's Review.
  • Coordinates the preparation of, reviews, and advises on preparation of formal documents relative to assigned departments or governmental activities, such as Budget and State of the Union messages, special messages, veto messages, and executive orders.
  • Represents OMB in major interagency efforts and presents completed staff work to senior policy officials in OMB and other White House agencies.
  • Provides information to Congressional committees or committee staffs on budgetary and program matters.

Qualifications

FUNDAMENTAL COMPETENCIES:The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation

Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector.

QUALIFICATION REQUIREMENTS:
Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.

If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.

EXECUTIVE CORE QUALIFICATIONS (ECQ's) - *Required Documentation*

The Office of Personnel Management has identified five executive core qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.

They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.)

(Note: Current career Senior Executive Service (SES); former career Senior Executive Service (SES) who are reinstatement-eligible; and graduates of OPM-certified Candidate Development Programs are not required to address the ECQs, but must address the Mandatory Technical Qualifications.)

MANDATORY TECHNICAL QUALIFICATIONS (MTQs) - *Required Documentation*

MTQs are designed to assess an applicant's experience relevant to the specific position requirements. Each MTQ narrative response must: (1) not exceed two pages per narrative statement; (2) include specific examples of your experience, education, and/or accomplishments; and (3) address specific challenges, contexts, actions, and results. (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
  1. Senior level experience in budget, program, and policy analysis, with practice in the use of quantitative techniques.
  2. Experience in, or demonstrated potential for, leading teams and/or managing a professional staff to achieve timely, effective, and high-quality results.
  3. Demonstrated ability to represent agency policies and positions effectively and to negotiate differences to mutually acceptable outcomes.
  4. Demonstrated ability to communicate concisely and effectively with senior policy officials, both orally and in writing, particularly in support of policy processes that often involve short timeframes.
  5. Demonstrated experience working on international affairs issues, particularly on issues related to the Department of State including Diplomatic programs, and security assistance.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants that meet the qualifications requirements will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and the qualification responses described in the separate narrative statement. Applications will be evaluated by a rating and ranking panel; the panel may conduct interviews with the top candidates and then make a recommendation to the selecting official. Highly qualified candidates may be invited to participate in a structured interview. If selected, you may be required to provide supporting documentation.

Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board, unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
