Duties

Help

Duties for the HR Specialist (Information Systems) GS-201-12/13 for the Office of Management and Policy (OMP) -Human Resources Division (HRD) include but not limited to:

  • Providing the full spectrum of management advisory services to highly complex and dynamic organizations in the areas of quality control and human resources information systems.
  • Applying a knowledge of HR management services to advise on and assist management in providing a variety of human resources services, involving developing, managing, and maintaining HR information systems.
  • Working in decision-making conferences to provide historical perspective, objectivity, and a thorough knowledge/understanding of Federal rules and regulations to assist in the development of constructive outcomes for various HR situations.
  • Recommending innovative strategies to resolve HR problems and initiatives while ensuring the correctness and propriety of actions taken.
  • Assisting in preparing for external audits. Monitors and assists in resolving pay and classification problems and ensures complex pay setting actions are within policy. Audits payroll processing actions and procedures ensuring all coding actions are completed properly and timely.
  • Serving as a liaison between the Strategic Services Branch and the Office of Information Technology (OIT), to provide systems support and analysis, and to leverage technology solutions to meet the needs of HR and users of HR information systems.
  • Ensuring the development and implementation of new HR systems. The incumbent continually evaluates existing HR systems and processes, best practices, opportunities, and pitfalls, and where ROI or business case dictates.

Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11. Examples of specialized experience include: (1) managing automated personnel services and providing advisory services to a HR staff; and (2) extracting data from HR systems to create recurring or specialized reports; (3) Identifies trends after auditing and analyzing HR data and output.

Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12. Examples of specialized experience includes: (1) managing automated personnel services and providing advisory services to a HR staff; and (2) extracting data from HR systems to create recurring or specialized reports and dashboards; (3) Identifies trends after auditing and analyzing HR data and output; (4) presents complex technical requirements to nontechnical audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus is not offered. Repayment of student loans are not offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.

Security and Background Requirements: A background security investigation will be required for all appointees.
