  • Develops operational procedures, maintains, and manages multiple real time data acquisition, display, and processing ground stations to convert telemetered and recorded aircraft data to intermediate data for display and conversion, and to engineering unit data used in second generation processing and analysis systems.
  • Programs various computer systems to acquire, reduce, display, and record telemetered ground and flight data for pre-mission and system checkout according to mission requirements.
  • Provides technical direction to other Range Squadron operations personnel, providing information and training on the operation and theory of the multiple real-lime and post-flight processing, telemetry pre-processing, audio, and video communication, encryption, and other data acquisition support systems.
  • Identifies and evaluates system malfunctions which cause computer systems to cease functioning properly. Recommends and installs corrections to prevent recurrence. Maintains MCR hardware and software configuration control.
  • Develops estimates of costs, schedules, and resources necessary to support customer use of Range Squadron assets, both personnel and equipment.
  • Assigns work tasks to the support contractors for operation of MCR equipment and for repair and maintenance of ground stations and other associated equipment.
  • The incumbent performs technical and engineering work using classified information in various media and formats.

  • 2 years of Information Technology/system administration experience
  • Information Assurance (IA) Certification may be a condition of employment, may include information assurance duties as a paramount occupational requirement. Failure to achieve the required IA certification may result in reassignment from position.
  • Per DoD 8570.01-M, the incumbent of position must attain the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.3.
  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • The employee may be required to work evenings, weekends, holidays, overtime, and /or emergency overtime.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
  • Bachelor?s Degree in Information Technology or related field desired

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions of Information Technology (IT) Management Series positions located here

SPECIALIZED EXPERIENCE: Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience includes performing data analysis reviews of computer systems, providing operational status of computer system resources and information systems, identifying computer system malfunctions and installing corrections, programming various computer systems, and providing recommendations to leadership to improve computer system operations.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  2.   3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Knowledge, Skills, and Abilities
  1. Knowledge of real time and post-flight telemetry systems to include related hardware and software and its application in aircraft test and evaluation.
  2. Knowledge of computer system operation and programming using high level command and scripting languages, as well as programming languages (e.g., Java, C and C++) and operating systems (e.g., MS Windows, Linux and VMS).
  3. Knowledge of aircraft instrumentation equipment and its application and usage. In depth understanding of pulse code modulation signal processing theory and application.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
