Duties

Help

The Program Manager Virtual and In-Person Progression (Chief Operations Manager) duties (included but are not limited to):

  • Accomplishes program objectives by supervising staff and organizing and monitoring work processes.
  • Articulates, communicates and makes clarifications to the team on assignments, projects, problems and solutions, actionable events, milestones, and/or program issues under review, and reiterate deadlines and time frames for completion.
  • Coaches the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of available solution.
  • Assists VIP leadership in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization, adjusting the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role.
  • Monitors and reports on the status and progress of work, checks on work in progress and reviews completed work to see that it meets the director's and/or senior program officer's instruction on work priorities methods, deadlines and quality.
  • Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among subordinates.
  • Oversees the maintenance of program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the director.
  • Maintains current knowledge to answer questions from team members on procedures, policies, directives, etc.
  • Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work related information.
  • Represents the team for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
  • Reports to HCS leadership periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
  • Monitors the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
  • Maintains staff by recruiting, selecting, orienting, and training employees and developing personal growth opportunities.
  • Maintains a safe and healthy work environment by establishing and enforcing organizational standards and adhering to legal regulations.
  • Provides quality service by enforcing quality and customer service standards.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50.   • For a GS-14 position you must have served 52 weeks at the GS-13level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-14 Grade Level:
  • Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience conducting performance management analysis, productivity review analysis, organizational and functional management studies, trend analysis, surveys to identify problems, and providing projections in management procedures and practices, resource utilization, work processes, and to develop feasible and cost-effective solutions to these problems. Work also requires establishing criteria to ensure and/or predict the attainment of VA, VBA, and HCS goals and objectives. Acts in a consulting capacity after the implementation of program/project recommendations. Exhibits the knowledge or training to implement recommendations by providing training or directing where expertise may be obtained. Analyzes and evaluates major administrative aspects of substantive, mission-oriented programs. Develops long-range program plans, goals, objectives, and milestones or evaluates the effectiveness of programs conducted throughout an agency, or a regional structure of equivalent scope. Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives. Develops new ways to resolve major administrative problems. Develops administrative guidelines for the conduct of program operations or new criteria for measuring program accomplishments and training efficacy.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

After you have met the minimum qualifications, you will be rated on the following competencies based on your application for this position:

  • Business Liaison, Communication. he incumbent acts as a business line liaison and manages communications with persons and/or groups within and outside VBA. Chairs or serves as a liaison for VIP in connection with other offices outside VBA, independently handling major issues. They coordinate and develop responses to inquiries/requests from VACO, field offices, other government agencies, private agencies and individuals. The incumbent prepares or advises in the preparation of replies to important correspondence of an especially complex or sensitive nature. Plans and executes a thorough communications plan to inform VBA leadership and employees and other entities on pertinent VIP Training Program information.
  • Organizational Analysis. The incumbent provides high level organizational analysis to the VIP Senior Program Officer. They oversee the analysis of VIP programs, on a quantitative and qualitative basis to gauge the effectiveness of training programs or operations in meeting established goals and objectives. Ensures regular reporting of program efficacy to VBA Leadership and/or Senior Program Officer The incumbent oversees analysis of policies and operating plans and makes recommendations for improvement, to include strategic initiatives to strengthen the VBA workforce.
  • Project/Program Management. Executes senior level Project/Program Management principles and methodologies for all VIP Program Office nationwide training programs meeting stringent Federal controls. The incumbent must possess "expert" level experience with formal project/program management principles and protocols with demonstrated evidence of being a strong project management practitioner. The incumbent maintains proper controls to ensure that Project/Program management principles are in use to permit accurate forecasting of schedules, costs, and resource needs for planning and coordination of training initiatives and programs. They oversee the development of cost estimates and Plans of Action and Milestones (POA&M).
  • Operations Oversight. The incumbent provides significant operational support to the VIP Senior Program Officer which includes overseeing and ensuring successful project completion and submission. Accomplishes program objectives by supervising staff and organizing and monitoring work processes. Articulates, communicates and makes clarifications to the team on assignments, projects, problems, and solutions, actionable events, milestones, and/or program issues under review, and reiterates deadlines and time frames for completion.
