Duties

Help
  • You will serve as the primary congressional representative for NAVFAC, ensuring legislative positions, strategies, and communications are fully coordinated before being articulated to Navy and Office of the Secretary of Defense leadership, etc.
  • You will oversee and serve as a single touch point for all NAVFAC congressional engagement, conducting persuasive engagement with congressional members and staff.
  • You will analyze key congressional interest areas and program vulnerabilities in relation to all NAVFAC services/products.
  • You will oversee the development and coordination of responses to congressional inquiries regarding NAVFAC equities to ensure consistent messaging for NAVFAC equities.
  • You will manage all aspects of the congressional hearing preparation process for NAVFAC equities.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Monitoring and analyzing proposed legislation, emerging issues, trends and prepares reports and informational documents to inform and support leadership; 2) Ensuring legislative positions, strategies and communications are fully formulated and cohesive before being articulated to leadership at OSD, DON, OMB and Congress; 3) Utilizing a wide range of analytical and qualitative methods, techniques and applications to conduct comprehensive studies to assess and improve administrative systems, processes and overall program effectiveness; 4) Applying legislative process and timing of all phases of the Federal budget process and the DoD Planning, Programming and Budgeting Execution (PPBE); 5) Preparing executive level correspondence, briefings, presentations, and/or decision memoranda to support deliberations and decisions by management; 6) Applying tactful and diplomatic administrative management skill and judgment in integrating personnel and material resources for Congressional engagement and products; 7) Supporting the implementation of strategic plans and engagement objectives to develop and maintain productive relations with all levels of government authorities to achieve business goals; and 8) Application of DoD/DON philosophy, goals, vision, policy, laws, regulations and programs relating to enterprise-level business operations.
