Duties

Help

The incumbent serves as the Chief, Data Strategy Section providing leadership and expertise in enterprise data and data strategy development with focus areas in IT modernization, digital transformation, and security performing the following duties:

  • Serves as subject matter expert to the CIOO on substantive matters pertaining to enterprise data and data strategies for IT programs for the FDIC.
  • Analyzes business and technology trends and strategies to ensure data strategies and architecture remains relevant to business needs; address strategic initiatives; and address material gaps in the target data architecture.                                                                                               
  • Identifies material gaps between the current and the target data architecture and works collectively with management and staff to develop effective plans and investment cases designed to accelerate transition to target architecture state and simplify the data and technology landscape.
  • Shepherds the data strategy, fostering a data-driven culture.
  • Serves as a key contributor to the investment preparation and decision-making process, advocating for investments that are material to data strategy and business objective achievement.
  • Research and stay current on data strategies employed by other Federal agencies and private sector firms to identify opportunities and practices that would benefit the FDIC.                                
  • Works closely with subject matter experts in the Division of Information Technology (DIT) and Office of the Chief Information Security Officer (OCISO), and across the FDIC to gather feedback and set strategic direction related to enterprise data management strategies.
  • Influence and help standardize the use and governance of data and analytics in support of the enterprise business and digital strategy.
  • Develops recommendations for data and information management that influence the direction for enterprise data and integration strategies and major initiatives aligned to these strategies.

Qualifications

To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.

Technical Experience: Experience establishing and maintaining corporate-wide data strategies, policies, guidance, and roles and responsibilities; developing data architectures and roadmaps; developing models to facilitate data usage and sharing across the agency; and maintaining governance, such as corporate data standards, data labels; and address new OMB priorities and guidance, and monitor government and industry trends.

There is no substitution of education for the experience for this position.
