Duties

Help

As a Marine Transportation Specialist in the Maritime Personnel Qualifications Division, you will provide expert advisory, consultative, and technical services to agency program managers, on a broad range of mariner credentialing matters. You will, also, serve as an alternate designated federal official with the Federal Advisory Committees assigned to the Office of Merchant Mariner Credentialing.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Developing and interpreting rules and regulations for the Coast Guard’s Maritime Prevention Program.
  • Representing Coast Guard’s Mariner Credentialing Program at public proceedings, meetings, and hearings.
  • Evaluating mariner appeals and develops final agency action responses for senior leadership.
  • Drafting mariner appeal responses and providing the analyses and findings that support the recommended decision.
  • Establishing policies for merchant mariner training, testing, certification, vetting, documentation, and manning requirements for Mariners serving on certificated and non-certificated U.S. vessels.
  • Providing technical advice and consultative services to Coast Guard field personnel and to representatives of the maritime industry concerning the intent and application of the Mariner Credentialing Program's regulations and policies.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Selective Placement: The applicant must hold, or have held, a U.S. Merchant Mariner Credential with a national endorsement authorizing service as an officer in the deck or engineering department on unlimited tonnage or unlimited horsepower commercial vessels in Oceans service, which includes International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, 1978 as Amended (STCW) endorsements.

AND

Basic Education Requirement: Undergraduate and Graduate Education: Major study: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Applicants must meet the specialized experience below.

To qualify for the GS-12 level, applicants should have at least one year of specialized experience at or equivalent to the GS-11 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include:

  • Assists with developing policies related to mariner credentialing laws, regulations, policies, and other guidance; AND
  • Assists with compliance with regulations or policies related to mariner credentialing laws, regulations, policies, and other guidance; AND
  • Preparing a variety of correspondence, reports, and/or documents related to maritime security and/or mariner credentialing programs.

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

To qualify for the GS-13 level, applicants must have at least one (1) year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to perform successfully the duties of this position and is typically in or related to this line of work. 

Specialized experience must include:

  • Complying with regulations or policies related to mariner credentialing laws, regulations, policies, and other guidance; AND
  • Providing technical advice and consultative services to personnel and representatives of the maritime industry pertaining to maritime personnel qualifications; AND
  • Reviewing applications or documentation for adequate credentials or requirements.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
