Duties

Help

As an Outreach Coordinator (Public Notice Flyer), you will perform the following duties:

  • Overseeing outreach to stakeholders: Oversee the outreach efforts around programing, including but not limited to:
    • Working closely with the program leads and the EDA public and legislative affairs team to create a strategy and system to build awareness, educate and provide technical assistance to potential applicants.
    • Creating distinct strategies to reach a diverse set of stakeholders and issue areas of importance.
    • Developing outreach and education materials, including but not limited to presentations, one-pagers, and frequently asked question documents.
    • Planning, executing, and facilitating education and training events virtually and in person.
  • Measurement and Evaluation: Develop and implement systems and processes to measure and evaluate the effectiveness of the outreach program. This includes but is not limited to:
    • Developing metrics to track and monitor the participation and effectiveness of outreach efforts.
    • Taking the data collected and package in a format for internal and external use.
  • Stakeholder Management: Effectively build and maintain relationships, including through events, with key stakeholders relevant to programs to ensure they are appropriately engaged, including but limited to:
    • Applicants and grantee organizations
    • Special interest groups (e.g., minority-focused groups, economic development organizations, trade associations)
    • Other offices and bureaus within Department of Commerce
    • Other federal agencies
    • Thought leaders and researchers

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:

  • Writing, creating, and editing original content and messaging for select audiences.
  • Drafting thought-provoking messaging to engage target audiences.
  • Working with multiple communication channels.
  • Writing and editing, including turning complex information into easily understandable messages and engaging content for both staff and stakeholders.
  • Providing guidance and technical support to event sponsors and team for seminar conferences, and special events.
  • Managing the planning process to ensure successful execution of events.

There is no positive education requirement for this position.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the Consolidated Appropriations Act, 2023's Hiring Authority as an employee under the Excepted Service for a period not-to-exceed two (2) years.
