Help

The major duties of this position include but are not limited to:
  • The incumbent regularly and routinely supervises a team of other Federal employees (GS) in accomplishing two grade interval work. The incumbent spends 25 percent of work time providing both technical and administrative supervision to a team of employees.
  • The incumbent coordinates projects and initiatives with senior executives in the Immediate Office (IO) and other OIG components at the direction of the Principal Deputy Inspector General (PDIG) and Chief of Staff (COS), as appropriate.
  • The incumbent advises the PDIG and COS on policies, procedures, and critical issues that have a major impact on programs and prepares or directs the preparation of briefings to assure awareness of all such matters.
  • The incumbent provides expert analysis and advice on agency-wide programs and issues of national impact.
  • As a recognized expert, provides leadership in the evaluation, assessment, and improvement of programs and management systems, applying a wide range of qualitative and quantitative techniques.
  • Plans and directs the development of policies, standards, systems, and procedures to ensure the total integration of program evaluation and measurement concepts within the organization.
  • The incumbent develops and reviews a wide range of OIG work products, including reports, publications, work plans, briefings, presentations, and other OIG communications. Reviews and analyzes position papers and special project reports submitted by components and staff to determine adequacy, validity, and consistency of content in relation to management and program directives.
  • The incumbent develops or reviews sensitive, controversial, or significant communications prepared to represent the position of the organization's highest executives. The incumbent prepares complex reports involving new/emerging issues, and reviews those prepared for the IG's signature to assure that the reports reflect the view of the IG and are responsive to the requestor.
  • The incumbent develops recommendations for new and innovative program plans, management methods, and/or changes in legislation, policies, and other HHS guidelines. The incumbent reviews proposed or new legislation and consults with attorney staff, Deputy Inspectors General and Assistant Inspectors General in evaluating the impact on OIG programs.
  • The incumbent uses expert written and verbal communication skills throughout the course of any given assignment. The information is used by the organization's senior executives, IO leadership and legal advisors, and staff in program management planning. It is used in making final determinations for a wide range of activities. The incumbent is highly skilled in the usage of a variety of computer software to develop and prepare reports and other executive level communications.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  1. Experience providing advice and recommendations to top program management officials that directly affect one or more major programs within an organization;
  2. Experience initiating, developing, planning and conducting analytical studies on various programs and processes; identifying issues; and making recommendation for improvement; and
  3. Experience reviewing new policies and legislations for potential impact on programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses is not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
