Conduct routine economic analyses and studies of issues associated with environmental and/or human health protection regulations and policies;
Participate in research efforts using prescribed methods and tools to estimate the economic effects of environmental and human health protection policies to help improve decision-making through better use of accepted economic methodologies and analysis;
Provide technical recommendations to OW program offices and staff to help ensure application of accepted and appropriate economic methodologies to the analysis of regulatory and policy actions, and to review and analyze the resulting data and information;
Present the results of applied regulatory and research work to technical and nontechnical audiences in a clear and effective manner; Serves on intra- and inter-Agency workgroups and panels related to environmental economics, human health, and ecosystem services, while gaining technical expertise;
Formulate and directs the work of contractors, performing work in the areas of economic benefit and cost analysis and financial impact analysis for Agency regulatory actions and research study areas;
Perform other duties as assigned.

This position is designated as Moderate Risk and requires a background investigation. Qualifications
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience in conducting economic analyses to support regulatory and non-regulatory programs - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience in the research into economic phenomena, analysis of economic data, and the preparation of interpretive reports.

Knowledge of economics theories, principles, and practices;
Ability to apply prescribed theories and approaches to analyzing the economic implications of environmental and human health protection policies;
Knowledge of the range of administrative laws, policies, regulations, precedents, and objectives applicable to the administration of one or more important public programs, including those under the Clean Water Act and/or the Safe Drinking Water Act;
Ability to assist and direct contractors engaged in collecting and analyzing pertinent economic data and information;
Ability to effectively communicate the results of economic analysis, including benefit cost analysis, cost-effectiveness analysis, or other methods for evaluating alternative strategies and control measures;
Knowledge of environmental economics, natural resource economics, benefit-cost analysis, econometrics, and valuation techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You need a degree or combination of education and experience as described below to qualify for this position.
A bachelor’s or higher degree from an accredited or pre-accredited college or university in
1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
