This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Audit Services.
Duties include but are not limited to the below.
Studies a variety of background material, guidelines and program information which may include financial reports by non-HHS auditors, previous Single Audit reports, investigation files, files of grant applications, program monitoring and evaluation reports, applicable OIG and other Departmental policies and regulations, and GAO guidelines.
Participates in audits and reviews that typically vary in scope and complexity and may encompass any or all of the following depending on the needs as determined by management:
An examination of financial transactions, accounts, and reports, including an
evaluation of compliance with applicable laws and regulations.
A review of efficiency and economy in the use of resources.
A review to determine whether desired results are effectively achieved.
A review of non-federal Single Audits and the supporting documentation.
Participates in peer review entrance and exit conferences. Conducts tests and examinations of accounting system and records, internal controls, policies and practices, and other management information pertinent to the audit or review. Evaluates audit techniques such as statistical sampling where appropriate. Maintains audit and review working papers and sustaining documents in accordance with CIGIE desk and quality control review guidelines and OIG/OAS requirements.
Prepares reports on the quality of Single Audits submitted by HHS recipients. Conducts desk and quality control reviews of selected audits. Advises auditors and auditees of audit report deficiencies. Participates on peer reviews and/or quality control reviews of State agencies, tribal organizations, local governments, institutes of higher education, and non-profit Single Audit submissions to ensure compliance with auditing standards and Single Audit Act requirements.
Participates in meetings with external auditors and audit recipients, the AICPA professional ethics division and other Federal national single audit coordinators to apprise them of review findings, conclusions, and recommendations to be submitted in preliminary audit or review report.
Serves as a contact point for advice and assistance on audit matters including programs for other Federal departments and agencies when HHS has audit cognizance. Audits and reviews vary in scope and complexity and are focused on examination of financial transactions, accounts, and reports and include (1) an evaluation of compliance with applicable laws and regulations and (2) an assessment of the adequacy of internal controls.
Participates in the review of the work of junior team members for conformance with auditing standards and keeps management informed when issues arise with individual team members. Ensures audit guides were followed, working papers adequately support audit findings and provide sufficient and appropriate data to prepare a meaningful report, and that the audit objectives were met.
Works with the Assistant Director and OMB on the annual Single Audit compliance supplement. Briefs the Director and assist in the preparation of materials for public speeches or presentations. The incumbent also develops and presents at conferences and/or training sessions related to Single Audit matters.
Registration with the Selective Service (if applicable).

Qualifications

Basic Requirements:
Applicants must have a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR
Applicants must have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Minimum Requirements: In addition to the above applicants must meet the specialized experience required for each grade level.
GS-11:
Applicants must have 1 year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience preparing charts, tables, graphs, and other exhibits to aid in audit findings and/ or quality control review inquiries and reports;
Experience communicating with team members concerning audit and review assignments;
Experience preparing or assists in the preparation of final reports; and
Experience serving as a team member, attending and participating in entrance and exit conferences with auditee, auditee staff, and program staffs.
Applicants may substitute 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree for the specialized experience required at the GS-11 grade level if it provided the knowledge, skills, and abilities necessary to do the work.
Applicants may substitute a combination of the graduate education and experience detailed above to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level (36 semester hours) may be combined withexperience. For example, an applicant with 6 months of appropriate experience equivalent to GS-9 (50 percent of the experience requirement for GS-11) and 45 semester hours of appropriate graduate education (50 percent of the education requirement for GS-11, in excess of that required for GS-9) would be qualified for a GS-11 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).
GS-12:Applicants must have 1 year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience developing exhibits, records, and financial data for use as evidence in reports, technical assistance request, hearings and court proceedings;
Experience preparing or assisting in the preparation of final audit and quality control review reports; and
Experience developing and presenting audit and quality control review findings.
GS-13:Applicants must have 1 year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience reviewing the work of junior team members to ensure conformance with auditing standards, audit and quality control review findings are supported and that audit and quality control review objectives were met;
Experience participating on peer reviews and/or quality control reviews to ensure compliance with auditing standards and Single Audit Act requirements; and
Experience developing and presenting at conferences and/or training sessions related to Single Audit matters.
