As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-14 some of your typical work assignments may include:

  • Plans, organizes, and directs the activities of the Acquisition Financial Management Branch, ensuring that all financial aspects of acquisition programs comply with legal and regulatory requirements and meet customer needs.
  • Exercises supervisory personnel management responsibilities of the Acquisition Financial Management branch chief.
  • Selects or recommends selection of candidates for vacancies, promotions, details, and
    reassignment in consideration of skills, qualifications, and mission requirements.
  • Represents the financial position of the PEO with a variety of command and functional organizations.
  • Plans, organizes, directs and performs in-depth technical studies.
  • Establishes, develops and maintains effective working relationships with program stakeholders; program managers with USTRANSCOM; and throughout the Services and within DOD.

  • This position is designated a CRITICAL Acquisition Professional Development Program (APDP) position (CAP). Selectee must meet the functional area certification requirements within 1 - 5 years from appointment date into the position.
  • Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.

  • Selectee will be required to sign a written agreement to remain, for a minimum of three years, in the federal service with the Department of Defense in this critical acquisition position.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

  • Demonstrated ability to lead a project or team in order to plan and schedule work distribution to other staff members.
  • Planning and organizing efforts to comply with financial guidance, financial analysis objectives and achieve organizational goals.
  • Evaluating financial information and analysis against applicable policies, principles and practices.
  • Providing financial analysis information, both in writing and during briefings or meetings, to internal and external personnel.
  • Utilizing strategies for analyzing, evaluating, and presenting financial analyses including budget execution for assigned programs.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service, military, or private sector: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.

This position is designated a CRITICAL Acquisition Professional Development Program (APDP) position (CAP). Selectee must be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements. Further, selectee will be required to sign a written agreement to remain, for a minimum of three years, in the federal service with the Department of Defense in this critical acquisition position. The obligation incurred by this agreement will remain in effect unless and until waived. In signing such agreement, selectee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

The Civil Service Reform Act of 1978 requires a new supervisor or manager to satisfactorily complete a probationary period as a prerequisite to continuation in the position. As such, you will be placed in a probationary status for a period not to exceed one year based on your initial placement into this supervisory position. You will be evaluated against the written supervisory or managerial performance standards established for this position.

The US Transportation Command provides responsive air, land, and sea transportation support to deploy, sustain, and redeploy US military forces worldwide during peace and wartime. USTRANSCOM is also responsible for coordinating and overseeing the end-to-end global logistics and supply chain management systems within the DoD. This Directorate is the focal point for financial statement audit with our Transportation Component Commands and the Office of the Secretary of Defense - Comptroller. Additionally, the Directorate shapes strategic goals and ensures funding of critical initiatives through the Planning, Programming, Budgeting, and Execution cycle. TCJ8 is the fiscal Corporate Governance Process lead for establishing cost benefit analysis priorities of future investments in Capital Purchases.
