The Supervisory Biomedical Engineer for the Michael E. DeBakey VA Medical Center reports to the Facilities Management Service Line under the direct Supervision of the Chief Biomedical Engineer. He/She performs as a working Supervisor and will be responsible for the Biomedical Equipment Support Specialists/ IT (BESS/IT or BESS Information Systems) who work within the Biomedical Engineering Section, and all matters relating to networked systems, including maintenance, performance, planning and safety.

Major duties include, but are not limited to:

  • Provides management support and technical consultation to Leadership for all issues related to Networked Healthcare Technology. He/She collaborates with operations and program managers to ensure integrated goals and priorities are met.
  • Determines organizational changes in key positions within the unit; ensures internal personnel related issues are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the unit; delegates to each employee the authority and responsibility to carry out assigned tasks; follows progress of each and recommends improvement to be made where warranted.
  • Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development.
  • Incumbent takes an active role under the guidance of the Chief Biomedical Engineer in all Life Cycle activities, including proactive planning for the expansion and upgrade of major computer systems in support of MEDVAMC requirements and initiatives while ensuring compliance within budgetary guidelines.
  • This position is responsible for project management in conjunction with local, VISN, or National implementations. Duties include project tracking, setting timelines, budgeting, providing status reports and conducting ongoing and after-action review of projects.
  • Is responsible for interpretation of technical specification, standards, and guidelines (e.g. JCAHO, NFPA, CAP, FDA, SMDA, UL, and OSHA,).
  • The incumbent, acts as the top advisor on Network Healthcare Technology, is inherently involved in the Medical Center mission.
  • Manages the recall and safety alert program for networked medical devices; Directs quality assurance program for networked medical equipment.
  • Develops test protocols and test equipment for BESS/IT use in inspections, evaluations, troubleshooting's, and repairs.
  • Responsible for development and maintenance of all Medical Device Protection documentation under the guidance of the Chief Biomedical Engineer.
  • Performs other duties as assigned.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education and/or Experience:

  • Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering.
OR
  • Certification as a Certified Clinical Engineer (CCE) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility. **CCE Certification MUST be attached to application if using CCE as part of basic qualification.

English Language Proficiency: Supervisory Biomedical Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ? 7403 (f).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements, the following experience and KSAs must be met:

Experience: Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level.

Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
  1. Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
  2. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
  3. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
  4. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
  5. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

Preferred Experience:
  • Experience in supervision and project management
  • Experience with healthcare IT/Networking and cybersecurity
  • Experience with general medical equipment management

Physical Demands: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items.

Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations
