Duties

Help

  • Responsible for the strategic planning and oversight of multi-year nation-wide Public Safety & Justice (PS&J) and Education Construction programs. Regularly assess the progress towards achieving strategic plan goals using key performance indicators. Determine if the progress is considered adequate to achieve the strategic plan goals, evaluate whether alternative action is needed to help better ensure achievement of those goals and for continued planning and accountability for aligning with Indian Affairs mission goals and DOI strategic priorities.
  • Providing for and directing the review and analysis of Division budgets and supporting data, preparation of statistical materials and narrative statements and other data for review by DOI, OMB and Congressional Committees in connection with the Federal budget process.
  • Representing Indian Affairs in Tribal Consultations and meeting with Tribal leaders, school boards, law enforcement officials, private interests, state officials, and other federal agency officials to defend DFMC programs implementation, describe impacts of strategic priorities and schedules, and convey programmatic compliance with regulatory standards and requirements.
  • Providing oversight for and directing reviews and analysis for engineering evaluation and consulting services in the design and construction of facilities and technical services.
  • Providing oversight and direction for the Division's asset management systems and the Division improvements to asset data management and data governance. These systems include the Indian Affairs Facility Management System (IA-FMS), which integrate work management (Deferred Maintenance) and asset management (Facility Condition Index), and interfaces with the Financial and Business Management System (FBMS).
  • Performing the full range of supervisory duties, including, but not limited to Human Resources coordination including employee relations, labor relations, EEO, hiring, taking disciplinary action, serving as the deciding official for disciplinary action, and performance management.

Qualifications

Basic Education Requirements

Qualifying as a General Engineer:

1. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

2. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- - Evidence of having successfully passed the Fundamentals of Engineering examination or any other written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Minimum Requirements :

GS-12: In addition to meeting the basic education requirements above, you must meet the minimum qualifications requirements for the position. To qualify at the GS-12 grade level, you must have one year of specialized experience equivalent to the next lower grade level (GS-11) to include: (1) managing construction projects from beginning phase to completion, preparing cost estimates and/or budgets for construction projects, preparing and presenting project information orally and in writing; (2) coordinating work with staff in an engineering or architectural field; (3) preparing project and program related documents for Management review; and (4) monitoring of and advising on program activities.

Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
