Summary

As an IT Project Manager/Scrum Master of Scrum Masters (SoS) at the GS-2210-14 level, you will be part of the Chief Information Office (OCIO), Postal Program Information Technology Program Management Office (IT PMO) which is responsible for implementation of the Postal Service Reform Act. If selected, you will serve as the SoS and work directly with experienced IT Specialists on a variety of integration assignments to provide a clear vision of the product to the customer.v

Duties

Help
  • Supports Product Owners and the development/implementation of team Agile activities.
  • Coordinates and conducts regular Scrum of Scrum meetings, facilitates product management sync meetings, and assists the interdependent teams in delivering value.
  • Works with an experienced team of IT professional consultants and technical advisors on various projects in support of OPM's IT modernization efforts.
  • Communicates with stakeholders, escalates impediments, helps manage risk, and drives relentless improvement across teams.

Qualifications

Basic Requirements: You must have Information Technology (IT) related experience that demonstrates proficiency in each of the following competencies. Do you have:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Additional requirements:

For the GS14: You must have have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing ALL of the following tasks:
1) Using Agile Project Management techniques that utilize Scrum Framework offerings to plan, implement and/or close out long-term projects such as data warehouse implementation;
2) Evaluating customer's technical requirements to include originality and innovation in identifying and removing impediments; AND
3) Managing the interrelationships across multiple IT disciplines to provide technical advice and guidance to officials at various levels.
