Help

The Systems and Procedures Analyst provides comprehensive knowledge of financial procedures, programs, regulations and laws pertaining to revenues and expenses, assets, financial reporting, debt management, and related fiscal administration management. Incumbent is fully experienced in applying concepts and methodologies. Duties include but are not limited to the following:

  • Applies general accepted accounting principles to ensure reliable and accurate guidance that is compliance with financial regulations, policies and statues such as Federal Accounting Standards Advisory Board (FASBAB) and Government Accountability Office (GAO), Office of Management and Budget (OMB), US Treasury, and General Services Administration (GSA) is provided in a timely manner.
  • Develops and disseminate guidance on financial requirements for the proper financial management to include general accounting, revenues and expenses, assets, liabilities, and cash management.
  • Identifies operational issues and develop new procedures based on an assessment of financial policies, directives and regulations.
  • Demonstrates the ability to effectively communicate both orally and in writing to explain, advocate, and express facts and concerns in a convincing, clear, and professional manner.
  • Collaborates effectively with others through work groups, advisory groups and/or committees to assist with the improvement of financial programs operations.
  • Follow up on outstanding issues with responsible officials to expedite completion of reviews, reconciliations, and status of corrective action items, as needed.
  • Documents work procedures and/or develops standard operating procedures to ensure continuity and consistency.
  • Presents written/oral reports and briefings on a variety of complex financial policy issues.
  • Prepares manuals directives, policies, standards and regulations used for accomplishing financial management programs.
  • Develops documents, technical assistance papers and reports that persuasively articulate recommendations regarding fiscal policy, and other materials requiring in depth expertise in financial theory, techniques, and methodologies.
  • Provides financial policy input on financial quality assurance reviews.
Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor (SPF): This position requires applicants to have knowledge and documented experience in applying VA/VHA Financial Policy, Directives, and Regulations to job duties.

Preferred Experience: Accounting, Budget and/or Financial Management position experience within the Veterans Health Administration.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyze financial systems requirements, evaluate the effect and implications of newly enacted laws and directives; utilization of financial management procedures, programs, and relations and laws pertaining to cash management, revenues and expenses, assets, financial reporting, debt management, cost accounting, payroll, and related fiscal administration management; analyze program operations, reports and special system edits for advising on regulatory requirements. NOTE: This experience MUST BE well documented in your resume to be creditable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
