Duties

Help

Being a Supervisory Law Enforcement Specialist (Instruction) makes you a valuable member of the FLETC team and its mission. You will serve as Branch Chief responsible in conjunction with the Division Chief for the overall performance and technical activities of course developers/instructors assigned to the Division, including the quality, quantity and content of their work for the Firearms Division, Core Training Operations Directorate in Glynco, GA.

Typical assignments include:

  • Providing oversight to the topical areas assigned; monitoring required quarterly progress reports; submitting reports identifying needed areas of courses, tests, document revision or development.
  • Developing and implementing a training plan for the assigned subordinates such as identification of appropriate training courses, dates of attendance, processing of recommendations, and annual performance evaluation.
  • Performing personnel management responsibilities such as maintaining discipline, counseling employees, evaluating performance, and approving leave.
  • Directing the conduct of special surveys, studies or investigations in the training, determining what principles or objectives are involved; considering approaches to be taken and recommending courses of action and solutions.
  • Participating in meetings, project planning, report preparation, and the development of students’ policies and procedures. Conferring with staff members, administrative staff, and agency representatives when necessary.

  • This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
  • Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
  • Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:

A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR-

B. Have held a federal civilian position in the 1801 occupational series.

In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-13 grade level leading and overseeing law enforcement operations and/or leading and overseeing the development, delivery, and modification of law enforcement training curriculum.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND • Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND • Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND • Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Time-in-Grade: Current DHS employees must have served 52 weeks at the GS-13 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

Re-employed annuitants’ annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.   • Experience as a sworn law enforcement officer/agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws.
  • Ability to provide oversight of training technology and methodology for law enforcement personnel which serves as a basis for planning, developing, evaluating, and administering law enforcement training programs.
  • Demonstrate the necessary level of management skills, abilities and attributes to perform the work successfully.
  • Ability to establish objectives, ensure progress toward their achievement, and make necessary last minute adjustments to accomplish program requirements.
  • Ability to communicate effectively, both orally and in writing and for the persuasive presentation of facts and/or research results that may be controversial or negotiable with groups that may possess differing points of views.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled.  These questions are scored, and you must score at least 85 out of 100 points in order to be invited to participate in the second assessment.    

The second assessment is the Performance Assessment Network System (PANS) which is a predictive assessment that measures your cognitive ability and soft skills.  This assessment may take more than an hour and a half to complete; portions are timed; and may include videos. If you feel you have a disability that warrants additional time, please follow the instructions to request a reasonable accommodation (RA) prior to beginning the external assessment. Once you start the assessment you will no longer be able to make such a request.
