Duties

Help

The purpose of this position is for the incumbent to serve as a Child Care Program Specialist responsible for conducting a variety of activities and projects for the administration of Child Care and Development Fund.

This is a career-ladder position with growth potential to the Child Care Specialist, GS-0101-12. Differences in grade level are based on the knowledge acquired to perform the work, supervisory controls, and the complexity of the work.

Develops, collects, maintains, and disseminates information essential to child care programs under the auspices of OCC. Tracks and analyzes information from a wide range of sources, including plans and data submitted by grantees; outside studies and reports; and other materials. Identifies program trends, achievements, and best practices, as well as gaps or concerns. Works to identify, research, and analyze statutory, regulatory, and policy issues related to child care programs. Assesses and analyzes the needs of States, Territories and Tribes, including needs for technical assistance and policy clarification. Identifies, evaluates, and promotes successful child care program practices suitable for transfer to other grantees. Recommends appropriate administrative and procedural changes for more effective and efficient administration of the child care program nationwide. Assists with presentations, administrative tracking procedures, logistics, agendas and materials.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement:

You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science, or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Minimum Qualifications:
GS-09:
Applicants must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

1. Researching statutes, regulations, policies, and procedures that govern child care program and services;
2. Collaborating in evaluating the progress of child care program and services;
3. Determining the best approach to analyze objectives and issues;
4. Providing oral and written feedback on projects, documents, and initiatives.

OR a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related or a combination of the required experience and education for this grade level.

Minimum Qualifications:
GS-11:
Applicants must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

1. Explaining regulatory and legal requirements of child care development programs (i.e., Child Care Development Fund (CCDF) program) to grantees and other stakeholders;
2. Evaluating the progress of child care program and services;
3. Analyzing the process of a child care funded program to ensure compliance;
4. Participating and supporting the plans and priorities of a child care development programs.

OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a field directly related to the position.; or a combination of the required experience and education for this grade level.
