Summary

The Bureau of Economic Analysis is seeking a highly-motivated and capable executive to serve as the Chief, Regional Expenditures and Prices Division.

This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Duties

In addition to the description listed in the "Summary" section, the Chief, Regional Expenditures and Prices' duties include the following:

  • Develops recommendations for plans, programs, and policies for the Associate Director that will ensure that the Bureau presents a coherent, up-to-date picture of the geographic distribution of U.S. economic activity and growth. Briefs officials of the DOC, other U.S. Government agencies, and public and private groups on regional economic developments as portrayed in BEA's regional statistics. Prepares formal reports and presentations as required. Represents BEA at conferences, on committees, and at conventions and other meetings.
  • Directs the preparation and analysis of estimates of expenditure measures of GDP by state, including personal consumption expenditures; GDP for the U.S. territories; regional price parities, real personal income, and real personal consumption expenditures by state and metropolitan area; and national and regional housing expenditure measures. Presents the highlights of REPD's estimates to senior staff prior to public release of the information, including assessing relevance. The estimates are published and interpreted in news releases and in the Survey of Current Business.
  • Plans and directs the research program of the Regional Economics directorate in conjunction with the Associate Director. Research is focused on the development and refinement of the concepts, methodologies, and source data needed for preparing state, county, and metropolitan area statistics. In particular, the development of new statistics, more timely statistics, and more granular detail estimates. Ensures the regional statistics keep up to date with a changing economic environment.
  • Coordinates the work of the REPD with the work performed elsewhere in the BEA, including joint efforts by Regional Economics and the National Economic Accounts around satellite accounts. Participates in the formulation of the work program of the BEA, including the evaluation of source statistics and concepts basic to BEA programs.
  • Supervises a staff of economists, statisticians, program assistants, and other professional and support personnel. Exercises a full range of personnel management responsibilities for planning, direction, and output of the REPD, the quality and quantity of work, the performance standards, the meeting of deadlines by the staff, and all administrative needs. Provides technical advice and direction to members of REPD, as required.

Description: Travel may be required to attend or present at meetings and conferences on topics relevant to BEA's mission.

Professional and Technical Qualifications (PTQs):

  1. Thorough knowledge in economics, statistical techniques, and data sources which demonstrates competence in macroeconomics, analysis, and preparation of sub-national economic statistics; demonstrated experience in economic research and program development as evidenced by published or unpublished papers or other documented innovation in economic statistics or analysis.
  2. Experience demonstrating the ability to manage a large program responsible for timely and accurate preparation of estimates of sensitive economic statistics; guiding efforts to improve the quality and usefulness of the statistics; and managing research activities of the program.
  3. Experience that demonstrates the ability to explain economic developments and sophisticated concepts and methods to high level officials in the field of economics such as government policy officials, business economists, academics, scholars in organizations and foreign statistical offices.

Education

Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus

OR

Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Additional information

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
