The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. A person is considered to be in the civil service only if occupying a civil service position at the time of application.
This position reports to the Deputy Administrator, NASA. The Assistant Administrator for Office of Small Business Programs:
The AA for OSBP provides executive leadership, advocacy, strategy, and policy direction to an enterprise program, organization, and workforce to develop and implement programs and initiatives that enable all categories of small businesses to compete for and support agency programs and efforts.
Directly supports NASA's Chief Acquisition Officer and works in concert with NASA's Assistant Administrator for Procurement and agency leaders to deliver NASA's small business program. Leads, develops and advises agency leaders on matters pertaining to small business program strategies, policies, and initiatives. Works with agency leaders to modernize programs to infuse small business capability into NASA's acquisition programs, contracts and subcontracts.
Engages and conducts outreach to businesses, both small and large, by hosting and supporting conferences, conducting and overseeing training programs, and giving presentations and speeches to corporate industry groups, other Government agencies, and small business associations.
Negotiates NASA's annual socioeconomic goals with the Procurement personnel at each NASA Center and the Small Business Administration (SBA). Oversees Agency compliance with Federal laws and regulations, including those requiring specific percentage goals of NASA contract dollars to all categories of small businesses.
Develops and implements plans that address the OSBP's goals, objectives, metrics, and actions needed to execute the strategic goals and outcomes in the NASA Strategic Plan. Represents NASA on federal, industry, and academic groups and councils to support, examine and drive small business acquisition policies and programs.
Appoints, pursuant to Federal law, a technical advisor at each NASA Center to advise SBA Procurement Center Representatives on complex procurements.
Serves as a subject-matter expert on all major NASA contracts. Serves on government-wide boards and task forces that set and revise Federal policy on small and disadvantaged business utilization, assists small businesses in payment issues with the Agency and, where mandated by law, payment.
Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Champions the Agency's commitment to Diversity, Equity, Inclusion, and Accessibility (DEIA) and creates an environment and culture that promotes and enables the Agency's commitment to safety, inclusion, integrity, teamwork, and excellence.
Ensures compliance with applicable laws, regulations, and policies in the delivery of organization services, including the Federal Acquisition Regulation (FAR). Utilizes data-based metrics to evaluate organization performance against agency targets and goals.
The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.

Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.
To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately.
