Duties

Help
  • Serve as Execution Branch Chief, exercise independent judgment as a technical subject matter expert, (unlimited warrant) Contracting Officer and a Supervisory Branch Chief accomplishing both pre-award and post-award contracting functions.
  • As the Senior Supervisory Contracting Officer, has complete oversight for all contractual actions and phases of the program including initial planning, requirements definition, determining contracting type, and training equipment and materials.
  • Execute day-to-day operational oversight and control for assigned staff in accordance with broad general guidelines and assignments from Division Chief.
  • Provide both technical and administrative supervision over assigned civilian and military personnel, e.g., team leads, contracting officers, contract specialists and procurement technicians.
  • Plan and direct the Branch's assigned functions and overall personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees.
  • Advise on all phases of pre and post award including; source selection, solicitation of proposals/bids, negotiation of contracts, price and/or cost analysis, award of contracts, all phases of contract administration.
  • Perform formal source selection processes and advises other contract specialists and contracting officers in matters involving all areas of the source selection process.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain an Acquisition, Technology, and Logistics foundational certification in the Contracting Career Field within 36 months.
  • This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one-year supervisory probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • The selectee must possess or be able to obtain and maintain an unlimited grants officer warrant? (in addition to an unlimited contracting officer warrant).

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution in any field.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Experience in cost reimbursement and fixed-price type contracts; 2) Experience in pre & post award requirements (such as: proper usage of contract clauses, amendments, source selection, modifications and justifications, and approvals); AND 3) Experience developing acquisition strategies/plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
