Duties

Help
  • Conduct legal research and analysis and draft legal memoranda on a broad range of matters related to USADF's operations to ensure USADF complies with laws and regulations.
  • Interpret USADF legal documents according to relevant statutes, regulations, and policies; and review USADF grants, cooperative agreements, contracts, and leases for legal compliance.
  • Draft and finalize legal agreements with outside stakeholders, including African governments, private foundations and corporations, and other U.S. government agencies.
  • Conduct legal research and advising on local labor and other laws in African countries where USADF has field offices and Partner organizations.
  • Provide legal advice on implementation and termination of grant agreements; draft briefs, motions, and other litigation documents; and advise on positions to be taken in litigation.

Qualifications

This position contains requirements that is part of the minimum requirements of the position. If you do meet these requirements, you are ineligible for further consideration. These requirements are:
1. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. AND
2. Possess a J.D./LL.B. Law Degree from an accredited college or university;

-AND-

To qualify for this position at the GS-13 grade level, you must posses one of the following minimum qualifications by close of the announcement:
1. your resume must demonstrate that you possess:

  • A minimum of one and a half years of post J.D. or LL.B (or an LL.M.) broad, responsible professional legal experience performing professional legal work as a licensed attorney, providing advice in a General Counsel's office, or a federal or other government agency, or in a law firm, or private sector organization? This experience must demonstrate knowledge of U.S. domestic law and regulations as these relate to international assistance programs and Federal agency administrative operations. Work experience must also include researching, analyzing, and preparing verbal advice and written briefs, memoranda, and/or other legal documents in two or more of the following areas: Federal Personnel and EEO law; Appropriations Law; laws, regulations, OMB circulars and other rules applicable to Federal grant-making; or Federal administrative law (FOIA, Ethics in Government Act, and/or others) OR
  • 2 to 3 years of judicial clerkships OR
  • A combination of 2 to 4 years of post-law school clerkships and a graduate law degree OR
  • One year of legal experience equivalent to the GS12 level in the Federal service, this experience includes candidates with one year of post-law school judicial clerkship experience, or candidates who earn advanced law degrees with one year of post-law school full-time graduate law study (L.L.M. or equivalent).

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.
