Wage and Investment Customer Assistance, Relationship and Education

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Assists in developing leveraged partnerships with state and local/community organizations, as well as state and local government entities that serves targeted taxpayer populations.
  • Participates in developing, recommending and implementing marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles.
  • Assists in planning, preparing and conducting, or arranging for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits and emerging issues and new legislation to targeted audiences.
  • Participates in providing technical tax law guidance, by conducting, or training partners to conduct, seminars, speeches, workshops and one-on-one feedback sessions that highlight IRS services, products and pertinent tax law modifications to targeted audiences to promote voluntary compliance.
  • Serves as the IRS liaison for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards.

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/(https://www.irs.gov/individuals/get-transcript) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

GENERAL EXPERIENCE GS-05 LEVEL: You must have three years of general experience, one year of which was equivalent to level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience includes: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Planning and organizing work; Communicating effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

OR
EDUCATION:Four-year course of study in any field leading to a Bachelor's or higher degree, in an accredited college or university.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of qualifying education and experience equivalent to that described above.


SPECIALIZED EXPERIENCE GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes: Experience with tax law and/or relevant procedures to assist partners in developing marketing products and services, implementing marketing and communication plans to inform and educate on technical tax issues; and experience establishing and maintaining effective relationships, making oral presentations, and producing written products.

EDUCATION: One full academic year of graduate education in a related field; OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes: Experience with tax law and/or related procedures in order to promote free tax assistance products and services to taxpayers and partners by planning and implementing marketing and communication plans to inform and educate customers; Experience developing marketing products and services; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products.

OR
EDUCATION:
Master's or equivalent graduate degree in a related field of study; OR Two years of progressively higher-level graduate education leading to master's or equivalent graduate degree in a related field of study; OR LL.B. or J.D., if related.

OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience as described above.

Category rating will be used to rank and select eligible candidates.
