This announcement is to backfill for the Program Management Officer (Chief, Business Office), at the Murfreesboro VA Medical Center, in Murfreesboro, TN.
The Chief, Business Office (CBO) reports to the Associate Medical Center Director. The CBO is responsible for planning, organizing, directing, controlling, and coordinating all program elements within the Business Office in support of the organization's business goals and objectives. The incumbent plans, directs, organizes, coordinates and controls overall Business Office operations through subordinate organizational segments and supervisory personnel.
The Program Management Officer (Chief of Business Office) is responsible for overseeing the operations for intake, billing and collections, HIMS, revenue, utilization review and claims administration (Fee Section) at the Tennessee Valley Healthcare System (TVHS). The incumbent is responsible for the development, implementation, integration, standardization and maintenance of the TVHS Business Office, as well as all aspects of the Systems efforts for maximizing alternative revenue generation from sources to include third party insurance billings, TriCare billings, sharing agreements, first party billings, tort claims, workers' compensation claims, contracting services and other revenue generating services. The incumbent will provide direct staff support to top management and maintain an expert knowledge of VHA policies in all matters involving this program.
Duties include but are not limited to:
Plans, organizes and directs the ongoing development of all functions of the sections within the Business Office.
Develops both long and short-range policies and plans for the organization by coordinating the Business Office needs as the System.
Functions as advisor to the network Business Office manager.
Participates in the facility managerial planning to assure that an awareness of Business Office issues and implementation functions are considered and influence management decision.
Directs the utilization of the Business Office financial and staff resources.
Designs strategies to manage and integrate functions to improve and maximize efficiencies.
Designs mechanisms to accurately capture data and obtain maximum reimbursement from first and third parties. Prepares extensive analyses and reports on business performance against established parameters.
Develops policies and procedures relative to the various sections of the Business Office, ensuring compliance with VA Headquarters, VA Regional Office and the VISN.
Provides leadership in all areas of patient administration such as the application process, entitlement issues, admission and discharges, compensation/pension examinations, fee basis activities, transportation, etc.
Responsible for the management of the in-house functions related to the production of external revenue through third party sources to include third party insurance, first party copayments, Champ VA, and Tricare programs.
Administers operating programs and activities supporting benefits and services provided to Veterans, their dependents, or beneficiaries, within the Business Office as well as medical center-wide.
Providing for the overall health administrative management for the medical center includes interpreting and coordinating health administration policies, developing and implementing local policies, defining administrative requirements, and providing advice to top management on related issues.
Expert on laws, rules, regulations, and policies relating to health care benefit programs and services.
Exercises managerial authority to set long range goals and objectives, translate objectives into specific service projects, determine program emphasis, plan for long range staffing and organizational needs, manage organizational changes, and decide on the full range of personnel actions affecting service and subordinate level staff.
Provides technical advice to top and middle management for new laws affecting the delivery of health administration benefits to Veterans.
Works closely with top management to provide workload statistics, advise on fund shortages and recommendations regarding funding or program adjustments, promotes cost consciousness, and identifies areas in which savings are possible.
Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization level with progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Experience must demonstrate the required application of the knowledge, methods, and techniques of an administrative healthcare professional managing a hospital, clinic or comparable healthcare facility. Examples of specialized experience would typically include, but are not limited to:
Management experience in the area of healthcare administration for a medical center, experience providing oversight of several program areas that support the mission of the medical center; supervisory healthcare experience interpreting and implementing programs to support patient care services;
Healthcare advisory roles providing technical advice to managers on laws affecting the delivery of health administration benefits to beneficiaries;
Management experience in healthcare revenue planning, coordination and implementation;
Applying supervisory functions in the operational aspect of a medical service, such as formulating and installing clinical, administrative, and clerical procedures to ensure expeditious and efficient processing of work;
Thorough reporting, analytical comparisons, projections and advice;
Providing essential data for planning, budgetary effectiveness, workload projections, etc.;
Determining management needs and assuring timely data collection and meaningful reporting of service activities;
Thorough application of management analysis techniques and promoting utilization of management principles and practices.
