Summary

The incumbent serves in the Strategic Investment Management (SIM) Investment Governance Services (IGS) in the Veterans Health Administration (VHA) Office of Health Informatics (OHI). The incumbent reports to the Director SIM IGS. Incumbent shares in the interaction with Veterans Affairs (VA) staff organizations and external clientele including Veterans Integrated Service Networks (VISNs), VHA medical centers, the vendor community, and other federal agencies.

Help

  • Oversees the daily operations of the unit, ensures agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates
  • Exercises a broad range of supervisory responsibilities over subordinate staff, responsible for providing a wide variety of administrative management services to include transmitting guidance to program managers on policies and procedures covering services
  • Manages data tooling and official source of financial data related VHA IT investments. Facilitates, coordinates and provides strategic recommendations via the development and maintenance of the IGS strategic plans and goals
  • Coordinates organizational operations and program/project evaluations with internal and external organizations
  • Works with the Director for SIM Investment Governance Services to develop operational plans and objectives, and to develop, implement and monitor comprehensive program plans, budgets and schedules and works to ensure that SIM IGS is effective in its approval to fulfilling its program objectives
  • Serves as an agency expert on IGS and analyzes the effectiveness of agency programs with national missions or functions
  • Analyzes and evaluates existing, new and emerging investment requirements of related programs, operational standards, and measures of effectiveness
  • Resolves precedent setting issues of the program
  • Independently responds to time sensitive complex business problems in an integrated health care environment
  • Oversees the preparation of responses to VHA, VA, or Congressional requests for data or other resource information pertaining to program operations and/or activities
  • Provides authoritative, comprehensive advice and assistance to ensure the integration of functional requirements across the enterprise
  • Represents the Director SIM IGS in conferences, meetings, and workgroups with representatives from other organizational elements within and external to OHI and other government agencies, or private organizations.
  • Utilizes experience, discretion, judgment and knowledge in developing and revising existing program guidance for national programs impacted by changing requirements, legislative and business drivers, and/or emerging technologies

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS14 position you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS13 in the normal line of progression for the occupation in the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The responsibilities of the position require occasional travel and subject the incumbent to various resultant environmental changes. The travel may be extensive at times requiring all modes of transportation anywhere in the United States. The work is primarily sedentary, although some slight physical effort may be required. The position may require extended hours to meet IGS, SIM, OHI, VHA deadlines.
