This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Data and Systems Group (DSG).

As a Social Science Research Analyst (Chief Medicaid Data Officer), GS-0101-15, you will serve as a senior technical advisor to leadership and staff in the Center and to other areas in CMS on a broad range of analytical tasks and data management activities.

  • Serve a senior analyst and top-level advisor providing subject matter expertise on broad, national-level health care issues relating to policy proposals.
  • Direct and coordinate the establishment of policies and procedures regarding use of Medicaid and CHIP data, promoting maximum access for users, while maintaining beneficiary privacy and security.
  • Evaluate current data collection and management efforts to improve data quality and transparency, enhances data management practices, integrates data delivery and leads the governance of data management practices.
  • Prepare or directs the preparation of written communications/presentations to address complex and comprehensive correspondence, memoranda, briefing papers, option papers, speeches, and program proposals for the Center's senior leadership.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Providing technical guidance with national level data initiatives informing healthcare priorities, program policies, and overall program mission; 2. Leading enterprise governance of organizational data management practice; AND 3. Managing all aspects of data-driven projects to include research, data analytic and data ingestion products, analyses, and reporting in support of various topics; e.g., enrollment tracking, expenditure modeling, demonstration evaluations, program integrity, maternal and infant health, substance use disorders, value-based payment models, and/or financial modeling.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
