As a INSPECTIONS SPECIALIST (TITLE 32), GS-1801-9, you will serve as an Air Force Inspection System (AFIS) monitor for the IG Inspections managing the Self-Assessment program, providing feedback to FAMs on checklist quality, and compiling information from Management Internal Control Toolset (MICT) or most current automated systems, to ensure inspectors have all required information for directing the Commander's inspection program (CCIP).

Major Duties - This is NOT an all-inclusive list:

  • Prepares and staffs required inspection materials to include exercise objectives, scenarios, and associated risk assessments, pre-inspection surveys and required equipment.
  • Publish special instructions (SPINS) for wing/center inspections
  • Reserve required non-IG-owned equipment or venues and coordinates pick-up/return, organizes/issues to inspectors, and ensures item control throughout use.
  • Perform analysis of unit self-assessed capabilities versus inspection requirements to build inspection sampling strategies.
  • Evaluate unit objectives during planning, analyze data, report trend information, and brief results.
  • Compile and analyze reporting data to ensure compliance with federally mandated programs.
  • Provide recommendations to the IG and Director of Inspections regarding inspection policies, procedures, and guidelines.
  • Weigh cost, resources, and feedback to develop inspection/exercise/visit strategies.
  • Determine appropriate recommendations for unresolved or questionable problems and perform follow-up.
  • Plan, organize, and execute a wide range of complex activities for the wing/center CCIP, and the Exercise and Evaluation Program which may include exercises such as active shooter exercises, emergency response exercises that involve coordination with a wide variety of programs and departments.
  • Coordinate internal inspections with unit/installation managers and IG leadership to allow commanders to control the depth, scope, and frequency of inspections.
  • Plan, implement, and manage the centralized control of the unit/installation Self-Assessment Program.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • May be required to work overtime.
  • IAW AF guidance, incumbent must complete the wing Inspector General Training Course (IGTC) within 180 days of appointment; must complete the USAF Basic Inspectors Course (BIC) for the Commanders Inspection Program within 180 days of assignment; and IG appointees for nuclear capable units will complete USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Enlisted Only

GENERAL EXPERIENCE: MUST possess a validated understanding of the basic principles and concepts of the occupational series and grade? All series personnel must be competent at the next higher level before being eligible for that level.

SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes experience in working within the definitions of laws, regulations, and policies; experience in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions; experience in applying analytical and evaluative techniques to analyze the self-assessment program plans; experience in developing training materials and instructing others in the basic inspector general program elements, activities and procedures; experience in conducting interviews, reading reviews, and evaluating situations or conditions; experience in various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs; experience in inspector general investigations, understands how to conduct interviews, fact finding projects, and/or complete data analysis; experience including activities such as, approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolving complex problems; experience in applying conventional methods to gather, analyze, and evaluate information and data, draw conclusions, and recommend appropriate action; skill in comprehending procedures outlined in inspector general regulations and directives and experience in applying them to complete conventional inquiries, complaints, Congressionals, etc.; experience in communication skills, both written and oral, to prepare comprehensive reports of investigation, responses to congressional staffers, and make presentations to high level management officials; experience in completing work assignments and handling problems and deviations in accordance with instructions, policies, previous training or established practices; experience in interpreting and executing policies using general guidelines and precedents; experience using learned judgments, initiatives, and resourcefulness in order to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems, research trends and patterns, develop new methods and criteria, or recommended changes to complete the required planning and programming requirements; experience in comprehending compliance or noncompliance activities; experience in compiling, reconciling, correlating, or analyzing data from various sources; experience in working with assignments that required developing recommendations for overall detailed plans, goals, and objectives for implementation and continued evaluation; experience in deciding a course of action based on an analysis of the subject and issues involved; experience in exercising versatility, judgment, and perceptions to understand interrelationships among different strategies, activities, and laws or requirements; experience in making recommendations for work refinement methods and techniques for resolution of deficiencies or issues; experience in the assessment of productivity, effectiveness, and efficiency of program operations and efforts to analyze a variety of conventional problems; experience in applying a broad knowledge of service operations to affect the adequacy of complex systems, programs, and strategic planning efforts and in identifying criteria to measure and/or predict the execution of organizational goals or program objectives; experience in identifying and developing ways to resolve problems, implementing corrective actions and providing realistic data for leadership to improve operational mission plans; and experience in meeting with senior military and civilian leadership, high-ranking managers.

Education

High school diploma is mandatory. The schoolwork should include completed courses in math, English grammar and composition, speech, psychology, and general science is preferred. Completed higher education academic courses from an accredited business, civilian or military technical school, junior college, undergraduate college or university are optimum. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences.
