The Office of Enforcement and Compliance Assurance (OECA) manages a national civil regulatory enforcement program, compliance assurance programs, site remediation enforcement program, and a criminal enforcement, forensics, and training program. The Principal Deputy Assistant Administrator (PDAA) for Enforcement and Compliance Assurance serves under the Assistant Administrator (AA) for Enforcement and Compliance Assurance and shares responsibility with the AA in the management of the Office and acts in full capacity of the AA in their absence. The PDAA consults with the AA on matters involving critical Agency precedent and matters of great policy sensitivity. 

Specific responsibilities of this position include:

  • Collaborating with the Assistant Administrator to direct and manage the planning, policy implementation, management, and direction of the legal, technical, and administrative aspects of the Office of Enforcement and Compliance Assurance.
  • Directing the development and implementation of national policies and procedures regarding legal issues and other general compliance and enforcement issues.
  • Providing executive leadership, advice, and recommendations to ensure that OECA’s national programs function to achieve Agency goals.
  • Evaluating data to determine trends that may identify the need for newly modified methods, policies, procedures, or programs to successfully achieve Agency goals.
  • Representing the AA and the Agency with key officials from the White House, Congress, other Federal agencies, State and local governments, public interest organizations, and private industry.
  • Serving as OECA's Deputy Civil Rights Official with full responsibility and management authority for carrying out civil rights programs and activities consistent with agency policy and directives.
  • Serving as OECA’s Senior Resource Official with responsibility for overseeing the improvement of fiscal resource management responsibilities, including acquisition, assistance, budget, financial management, and management integrity.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors in OECA, as well as the Agency's Regional Counsels in coordination with the Office of General Counsel.

If you are selected, you must complete a 1-year SES probationary period, if not previously completed.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You will be required to obtain and maintain a top-secret security clearance.

Qualifications

The work of this position is classified in the General Attorney, 0905 series. Applicants must have a LL.B or J.D. degree from an accredited law school; must be admitted to practice before the highest court of a State, U. S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; and must maintain active status as a member of the bar of one of these jurisdictions. The incumbent must have significant experience in providing legal advice and counsel at EPA; other federal, state, or local agencies; or in private practice.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

Applicants must also provide evidence of progressively responsible leadership experience that is indicative of the Technical Qualifications (TQs) listed below.

Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually will result in your application being disqualified.

TQ 1 - Demonstrated experience managing and leading a complex organization that is responsible for the enforcement of environmental rules and regulations and addresses violations through the development and prosecution of administrative and judicial cases.

TQ 2 - Demonstrated experience collaborating with external and internal leaders to develop and implement program efforts of a broad or national scope.

TQ 3 - Demonstrated experience planning strategically to accomplish both short-term and long-term program objectives, develop program policies, and manage resources to maintain a functioning program.

Education

You must (1) possess a J.D. or LL.M. degree from an accredited or pre-accredited college or university or equivalent apprentice experience as allowed per state law, (2) be duly licensed and authorized to practice as an attorney under the laws of any state, territory of the United States, or the District of Columbia, and (3) be an active member of the bar of any U.S. jurisdiction in good standing.
