Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Develop audit guides/programs covering highly complex functions of a major Department function or multi-mission activity, or develop segments of audit guides/programs for highly complex agency-wide or major corporation audits.
  • Research background information and applicable laws, directives, regulations, manuals, prior studies, and audit reports to gain a thorough knowledge and understanding of area(s) pertinent to the audit.
  • Responsible for major portions of the audit and for determining areas for detailed examination.
  • Demonstrate an expert working knowledge of generally accepted government auditing standards (GAGAS); quality standards for Inspection and Evaluation (CIGIE); and the OAE policies and procedures; and complies with these standards for data analysis efforts.
  • Communicate complex audit issues to superiors within the audit agency with comments and recommendations for resolution.

Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.) if applicable.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the federal service or equivalent qualifying educational accomplishment.

Specialized experience for this position is analyzing facts or data to address assigned project objectives or goals.

Examples may include:

- Collecting, analyzing and summarizing data to support conclusions; OR
- Assisting with research of laws, regulations, guidelines, and performing audit or evaluation procedures; OR
- Assisting with writing segments of draft reports.

OR
A master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master's degree or LL.B. or J.D. with major study in accounting, auditing, or related discipline (or will attain within 9 months of application). Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the federal service or equivalent qualifying educational accomplishment.

Specialized experience for this position is analyzing facts or data to support a project.

Examples may include:

- Collaborating with others to prepare materials for use in the briefings before and after audits or evaluations; OR
- Basic finance or audit work; OR
- Utilizing standard audit techniques to assist others in audit work

OR
You may qualify based solely on education as follows: One year of progressively higher level graduate education or completion of Bachelor's degree with superior academic achievement with major study in accounting, auditing, or related discipline (demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society) (or will attain within 9 months of application).

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

Education Requirements:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1.) A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2.) Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
