Duties

Help
  • You will serve as the principal scientist for directed energy physics within the Plasma Physics Division.
  • You will plan and oversee research and development work through a combination of science and technology leadership, business management and cooperative engagement.
  • You will furnish highly advanced and unprecedented scientific, technical, and strategic guidance and recommendations.
  • You will perform research and development in the physical and or engineering sciences related to high-power lasers, microwaves, and particle beams in support of NRL's mission.
  • You will lead, coordinate, and advance multi-agency science and technology-driven programs involving the Plasma Physics Division and the broad expertise available at NRL and the scientific community to address Navy and Department of Defense needs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require moderate lifting of 15-45 pounds.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Broad technical expertise in major thrust areas of Directed Energy to include laser and high-power microwave sources, beam control,
lethality, atmospherics, and support systems.

2. Established technical expert in formulating and coordinating complex, technical programs within intricate inter-agency frameworks

3. Recognized leader in the field, producing impactful publications, technical reports, and memorandums that guide decision making.

4. Excellent communication skills to distill complex systems and ideas to a broad technical, programmatic, and leadership audience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 1310 Physics Series:
A. Successful completion of a degree in physics; or related degree that included at least 24 semester hours in physics;
-or-
B. A combination of education and experience demonstrated by courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.

Additional information

Senior Scientific Technical Manager (SSTM) positions are positions which exceed the NP-04 (GS-15) level. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.

This position is not covered by the Department of Defense Priority Placement Program.
