Serving as an Emergency Management Specialist makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Emergency Management & Continuity Branch (EMC), in the Office of Security & Professional Responsibility (OSPR) under the Deputy Director's (DD) Office and located in Glynco, Georgia. The primary purpose of this position is to manage programs within the EMC portfolio, lead and direct activities supporting the development, implementation, and management of significant portions of the FLETC EMC Program. 

Typical assignments include:

  • Coordinating the development and tracking of EMC-appropriate work orders, contracts, memoranda of understanding agreement, and other similar instruments.
  • Ensuring FLETC personnel have a sound understanding of the FLETC’s EMC program.
  • Managing the deployment of EMC resources to support DHS, FLETC, and MRSD strategic goals.
  • Measuring and analyzing the performance of FLETC’s EMC efforts.
  • Evaluating EMC programs for compliance with all applicable guidance.
  • Serving as the primary point-of-contact with internal and external stakeholders on FLETC EMC issues.
  • Providing advice, guidance, and recommendations to FLETC senior staff members and Field Site Security Officers on EMC matters and issues.

The qualification requirements listed below must be met by the closing date of this announcement.

You qualify for the GS-12 grade level if you possess at least one year of specialized experience equivalent to the GS-11 level in the federal service carrying out the day-to-day operations of an organization’s emergency management and continuity of operations programs.

Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-11 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

You qualify for the GS-13 grade level if you possess at least one year of specialized experience equivalent to the GS-12 in the federal service planning, managing, and developing an organization’s emergency management and continuity of operations programs.

Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-12 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management must authorize employment offers made to current or former political appointees. Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel to other FLETC sites may be required approximately 20% of the time. Driving a vehicle may be required. Trips to other elements within the organization are routine and trips to other government agencies or contractor sites may be required. Intense concentration and performance of duties at maximum capability are required to meet deadlines. No special or out-of-the-ordinary physical effort is required unless during a real emergency or natural disaster. In such cases, long hard hours may be expected.

Work Environment: Work is normally performed in an office setting where no unusual safety precautions are required. However, during emergencies and natural disasters, working conditions may be austere. The work area is adequately lighted, heated, cooled, and ventilated. Position does spend time in private or on public transportation.

1. Mastery in applying principles, theories, concepts, methods, standards, and practices pertinent to the planning, programming, budgeting, acquisition, and management of EMC program elements, activities, and functions.

2. Knowledge of other security and emergency management specializations such as: Physical Security, Personnel Security, Industrial Security, Administrative Security, Operations Security, and Internal Security.

3. Knowledge of the range of laws, policies, regulations, and precedents applicable to the administration of security and emergency management programs and activities

Due weight will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). If you are determined to be best-qualified, you may be referred to the hiring manager for consideration and may be called for an interview.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled.  These questions are scored, and you must score at least 85 out of 100 points in order to be invited to participate in the second assessment.    

The second assessment is the Performance Assessment Network System (PANS) which is a predictive assessment that measures your cognitive ability and soft skills.  This assessment may take more than an hour and a half to complete; portions are timed; and may include videos. If you feel you have a disability that warrants additional time, please follow the instructions to request a reasonable accommodation (RA) prior to beginning the external assessment. Once you start the assessment you will no longer be able to make such a request.
