The Department of Homeland Security (DHS) is recruiting an executive leader in the Cybersecurity and Infrastructure Agency (CISA) National Risk Management Center (NRMC) to support the timely, actionable, and integrated analysis enabling CISA and the broader critical infrastructure community to drive secure and resilient critical infrastructure. This position is in the DHS Cybersecurity Service.

Duties

Help

As the Associate Director for the National Risk Management Center's Analytic Capabilities, you will oversee programs and branches responsible for providing a comprehensive array of capabilities upon which CISA analyzes, manages, and reduces risks to critical infrastructure.

You will apply your technical and executive leadership expertise to:

  • Lead subordinate managers, programs, and technical teams in data strategy and data management, research and development, modelling and simulation, and all requirements for analytic tools, data and methods.
  • Oversee daily activities and ongoing outcomes of NRMC Data Solutions, National Infrastructure Simulation and Analysis Center (NISAC) Project Management Office, Analytic Tool Solutions, and Analytic Capability Hub branches.
  • Manage large and high-value projects, to identify limitations in a complex organization and implement effective and efficient solutions.
  • Synthesize complex strategic concepts into operational processes and procedures.
  • Apply technical acumen and leadership ensuring the successful planning, development, and implementation of NRMC's Analytic Capabilities, including modeling and simulation platforms, data sciences, and research and development efforts.
  • Perform assessment, prioritization, and measurement of program management and contract support across key analytic programs, recommending data resourcing, methodology and tool investments that aligns with NRMC and CISA strategic priorities.
  • Direct development of analytical tools, data management, technical reports, and models developed by the National Labs, DHS Science and Technology Directorate (S&T), and other Federally Funded Research and Development Centers (FFRDCs) on behalf of CISA NRMC.
  • Direct development of quantitative assessment methodologies and identify and implement strategies to resolve data gaps necessary to produce actionable results.
  • Develop strategic partnerships and training opportunities to share information related to analytic platforms and provide outreach / liaison and user support for Analytic Capabilities.
  • Represent Analytic Capabilities in all regular and annual strategic planning activities, organizational assessments, and reporting occurrences, as necessary.
  • Represent CISA in congressional hearings, meetings with senior officials, legislators of state and local governments, and senior executives in the public and private sectors.
  • Lead and embody CISA Core Values including the principles of Diversity, Equity, Inclusion and Accessibility to ensure employees are provided a work environment with the highest level of psychologically safety.

Qualifications

These roles comprise the senior leadership team in either CISA's NRMC and are responsible for building and leading large technical teams in accordance with CISA's Core Values and Core Principles.

Cybersecurity Executives and Senior Cybersecurity Executives generally have 15 + years of cybersecurity work experience and 5+ years of leadership experience and are either:

  • Capable of serving as an executive-level cybersecurity manager who serves as a Component senior functional authority--or DHS-wide leader--and oversees multiple, highly visible Component or DHS cybersecurity programs; or
  • Capable of serving as a seasoned cybersecurity executive who serves as a DHS-wide cybersecurity leader overseeing expansive, national cybersecurity programs, and multiple multi-level organizations as direct reports to presidential appointees

DESIRED TOOLS/INDUSTRY EXPERIENCE:
  • A comprehensive understanding of the cyber threat landscape, emerging cyber issues and technical solutions, supply chain risks, and challenges faced by governmental and private industry partners
  • Experience as a thought leader in evolving cyber defense capabilities to rapidly address changes in the threat and technology landscape
  • Demonstrated ability to effectively represent the organization in complex deliberations with senior officials from all branches and levels of government and with private sector executives, including owners and operators of critical infrastructure

Salary: Listed salary ranges reflects typical starting salaries available to employees in most of the United States across applicable career levels. Within the provided range, average salaries vary for each career level.

Cybersecurity Executive: $186,600- $199,600
Senior Cybersecurity Executive: $201,300 - $216,300

In some geographic areas, average starting salaries will be higher because of a local cybersecurity labor market supplement (e.g., metro Washington, D.C. +10%).

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a security clearance as a condition of placement in this position. All DHS Cybersecurity Service applicants participate in a multi-phase assessment process, which varies by career track. For the Executive Career Track, applicants participate in a two-phase assessment process:

  • You must successfully complete Phase I to be invited to advance to Phase II.
  • The total time commitment for both phases is approximately 4 hours (many applicants require less time!).
  • Before each phase, DHS will e-mail you instructions and information to help you prepare.
  • Monitor your e-mail to ensure you have plenty of time to complete assessments prior to any deadlines or request an extension, if necessary.
PHASE I: ONLINE ASSESSMENTS
  • Unproctored - you choose the time and location
  • Includes two assessments: (1) an executive work simulation that you will have up to 2.5 hours to complete; and (2) an executive situational judgement test that you will have up to 1 hour to complete.
  • The two assessments take about 3 hours (on average) to complete.
  • No knowledge of DHS is required for these assessments.
  • Requires a computer with audio (speakers or headphones) and a reliable internet connection.
PHASE II: STRUCTURED INTERVIEW
  • Online video or in-person interview - you coordinate with DHS to schedule
  • 1 hour to complete
  • Discuss your cybersecurity career journey, including the cybersecurity specializations (called technical capabilities in the DHS Cybersecurity Service; visit here to learn more about the technical capabilities) in which you have the most expertise and experience.
  • Provide your responses to interview questions, including work-related scenarios to assess your capability to lead technical cybersecurity talent and cybersecurity-focused organizations.
