The VISN 19 Deputy Network Director(DND) performs a variety of duties in a complex Veterans Integrated Service Network(VISN) and 8 integrated VHA Health Care Systems for Veterans spanning a broad geographic area. They are the VISN's principal extension of the Network Director's authority, with responsibility for assisting the Network Director and staying abreast of those tasks & issues the Network Director is working on, while focusing on guiding and coordinating operational elements of the VISN

  • Responsible for taking the lead in coordinating and developing stakeholder support and resourcing to meet the networks programs and objectives.
  • Responsible for planning, organizing, directing, coordinating, controlling, reviewing, and evaluating and improving medical, administrative, and providing operational support of a health care that administers a variety of medical care and treatment.
  • Makes finial decision in identifying sources of funding relative to the complex and abundant services offered.
  • Exercises delegated authority for the executive level management in coordination with the Network Director.
  • Exemplifies sound judgment for the successful navigation on a multitude of professional administrative matters.
  • Demonstrates expert health systems administration skills, mature and seasoned judgment reflective of significant management experience at a highly responsible level within a complex health care environment.
  • Consistently possess and demonstrates an extremely high level of analytical and cognitive abilities daily.
  • Interpret, and communicate a vast spectrum of complex VA regulations and policies consistently and appropriately to meet the mission and objectives of the facilities and network.
  • Participates in planning and development of current and proposed program objectives in conjunction with administrative and clinical managers in developing short and long range plans to meet program goals and objectives.
  • Works collaboratively with the Network leadership, Medical Center Directors, Chief of Staff and other to develop and implement network-wide national policies and procedures.
  • Effectively manages and utilizes resources as related to budget, manpower, equipment, contractual services, and the needs of the facilities exercising quality control of FTEE.
  • Oversees and protects the integrity of the budget, position management, classification and other processes to ensure compliance with existing statues and regulations.
  • Develops and maintains cooperative and harmonious relationships with groups, organizations and other health care providers in the local community, state, network and at the national level, building and fostering positive relationships with the media.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below. You must possess both the Individual Occupational Requirement and the Specialized experience in order to be found qualified for this position.

Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Health System Administration, 0670 Occupational series, you must possess one of the following.

  • Education: An undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR-
  • Experience: You must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provide knowledge of the following:
  1. Missions, organizations, programs, and requirements of health care delivery systems;
  2. Regulations and standards of various regulatory and credentialing groups; and
  3. Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Specialized Experience: In addition to meeting the Individual Occupational Requirement, I have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Deputy Network Director. Qualifying specialized experience includes but not limited to; planning, organizing, directing, coordinating, controlling, reviewing, evaluating, and improving medical, administrative, and supporting operations of the VISN which administers a variety of medical care and treatment for a large geographic area; interpreting and communicating a vast spectrum of complex VA regulations and policies; making decisions affecting the nature, scope, quality of, and emphasis on, the VISN patient care programs and activities; planning and developing current and proposed program objectives in conjunction with administrative and clinical managers; developing short and long range fiscal year plans that meet the objectives of current and proposed programs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
