Duties

Help

Support the DNI in her role as the President's principal advisor on intelligence matters; support the NSC and related NSC and cabinet-level processes, meetings, taskings, and congressional interactions on Open-Source Intelligence (OSINT) matters.

Direct and oversee the enterprise-wide synchronization and coordination of the IC's OSINT mission-including setting priorities and advancing analytic, collection, counterintelligence, governance, strategy, and acquisition related activities.

Define roles and responsibilities for elements in support of a federated approach to open-source operations.

Codify a shared understanding of OSINT that is agreed to by the IC and DoD, and a process for identifying and issuing open-source requirements, particularly those related to all-source analysis.

Establish and publish IC policies and IC standards for OSINT tradecraft, training, access, classification, dissemination, data acquisition, legal compliance, and the protection of Privacy and Civil Liberties for OSINT that are applicable IC-wide.

Oversee IC resource allocations against OSINT issues, participate in budget processes and activities, and provide innovative solutions to mitigate resource shortfalls or inequities.

Lead a professional staff to evaluate, integrate, review, and develop efforts to drive IC implementation of the OSINT Roadmap in coordination and collaboration with other U.S. Government agencies.

Oversee the coordination and integration of interagency and cross-directorate collaboration on OSINT governance and execution of roadmap initiatives designed to establish policies, coordination mechanisms and processes necessary to synchronize OSINT activities across the IC.

Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community elements in order to meet stakeholder requirements.

Partner with CIA's Open-Source Enterprise and DIA's Open-Source Integration Center, and maintain effective working relationships with other ODNI, IC, and USG elements to enhance the centralized coordination of OSINT activities across the IC. Create and sustain relationships with public and private sector elements engaged in OSINT-related activities.

Orchestrate the development of innovative OSINT programs designed to enhance intelligence collection and analysis and improve open-source tradecraft and integration across the IC.

Collaborate with ODNI leadership to develop pioneering OSINT approaches and provide recommendations related to implementation of the OSINT Roadmap, National Intelligence Strategy, National Security Strategy and other senior policymaker goals and objectives.

Brief senior IC and Department of Defense officials, Congressional members, and other major stakeholders on OSINT-related topics.

Perform personnel management responsibilities with a focus on recruiting and building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; and assess performance and provide timely feedback, recognition, and remediation.

Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.

Proven leadership ability and business acumen; capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations.

Proven innovative and results-oriented leadership within the IC; expert knowledge of key stakeholders and current state of the Open-Source community.

Extensive experience as a senior manager of a broad mission portfolio, to include decision making with incomplete information and taking informed action based on available data.

Outstanding interpersonal skills and the ability to build consensus, work effectively and independently, and influence key stakeholders to build a broad coalition promoting an interagency and national approach to intelligence integration; proven ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced, multi-task environment, and to manage competing priorities.

Desired Requirements:

Extensive OSINT-related expertise and experience with national-level policy and strategy development and execution.

Experience interacting with White House and Congress on Open-Source Intelligence issues.

Expert negotiation, influencing, and conflict management skills; comprehensive ability to resolve complex, cross-component, and cross-program issues; superior project leadership skills.

Bachelor's degree or equivalent experience as determined by mission specialty area.

Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
