As a Deputy Chief Information Officer, you will:

  • Supervise core operational sections of the Office of Technology and Innovation (T&I), including Infrastructure, Cybersecurity, Privacy, Strategy, Financial Management, Procurement, People Operations, Governance, Program Management Office (PMO), and Enterprise Architecture (EA). Provide leadership and subject matter expertise for cybersecurity policy and oversight and the development of seamless operational processes.
  • Advise the CIO and other Bureau officials on implementing emerging digital technologies to advance the CFPB mission and put data at the fingertips of Bureau employees.
  • Advise the CIO and provides input on the Bureau's strategies regarding the enterprise architecture. Develops plans and strategies to facilitate the implementation and continuous improvement of a sound, secure technology architecture that aligns to the strategic goals and objectives of the CFPB.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

To qualify for this Executive-level position, you must have specialized experience, which is defined as:
  • Experience leading large teams (10 employees or more) in the area of information technology infrastructure management with responsibility for implementing federal information security requirements; AND
  • Experience leading a team that has deployed and managed applications and data in a public cloud environment; AND
  • Experience leading the delivery of modern technology solutions in two or more of the following categories:
Solutions leveraging emerging technologies such as artificial intelligence and machine learning.
Software development focusing on web-based development using lean/agile/SecDevOps techniques (e.g., Javascript, CSS, Python, Kubernetes/containerized applications, open source)
Data analytics environments that process large data sets in an Infrastructure as a Service (IaaS) or Platform as a Service (PaaS) public cloud environment
Scalable infrastructure in an application development context (e.g., AWS EKS, Puppet)
Zero Trust Architecture and Multifactor Authentication (e.g., Z-Scaler, PIV-based authentication)
Mobile Device Management (e.g., Virtual Desktop Infrastructure, Mobile Device Management on iOS)

  • The selectee's directly related experience at the same level as the position.
  • The selectee's overall experience in a particular industry or area.
  • The salaries of other Bureau employees in similar positions and with similar levels of experience.

We also take the selectee's skill set into account. Applicants should note that salary offers seldom fall near the upper end of the salary range as listed in this vacancy announcement. Salary may be set from the minimum of the salary range to the midpoint of the salary range. In some instances, based on a selectee's extensive experience directly related to the position, salary may be set at or above the mid-point up to the maximum salary for that band level. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience.
