Duties

Help

Duty 1: Plans, organizes, and directs the activities of the, USAFCENT/9 AF/20 FW Physical Security Management ensuring compliance of all legal and regulatory requirements and customer needs are met.

Duty 2: Manages the SCI Industrial Security Programs for USAFCENT/9 AF. Manages and provides support for 9 USAFCENT/9 AF/20 FW and installation's SCI industrial security program for DoD contracts issued by ACC

Duty 3: Defense Special Security Program Management. Incumbent serves as a central player in the planning, development, and execution of physical, industrial, and personnel security programs concerning national defense programs, involving numerous DOD, national, and other governmental agencies.

Duty 4: Assists in the management of SCI Personnel Security Program for USAFCENT/9AF/20 FW. Establishes local procedures for processing requests for security clearances for military and civilian personnel.

Duty 5: Administers the USAFCENT/A2 collateral security program and assists in administering and implementing the SCI information security program for USAFCENT/9 AF/20 FW

Duty 6: Coordination and Communications. Advises the Chief SSO, SIO and USAFCENT/9 AF/20 FW senior leadership on policy and management issues in SCI security which affects the operational mission.

Duty 7: Acts as the alternate USAFCENT/A2 anti-terrorism/force protection (AT/FP) Officer.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The position requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). Incumbent must obtain and retain SCI clearance.

  • This position has parameters established by Executive Order. The Air Force has determined incumbent of this position will be subject to random drug testing under provisions outlined in the Air Force Civilian Drug Testing Plan (Tier One).
  • This is a Defense Civilian Intelligence Personnel System (DCIPS) position classified under authorities of Section 1601, Title 10, United States Code.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Personal data to which the incumbent has access are controlled by the Privacy Act of 1974 and must be safeguarded appropriately.

  • The work is demanding. This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent is required to work long hours over extended periods of time, possibly months in duration.
  • Incumbent is on mobility status and must maintain physical qualifications to deploy overseas and live under austere conditions. Gas mask, chemical warfare ensemble, and recall requirements are constant,
  • as is recurring training. Exercises and readiness training are conducted often, at times with little or no advance notice.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of Intelligence Community relationships, SCI and collateral security doctrine, operational methodology, and requirements within DoD, Air Force, USCENTCOM and ACC in order to to plan and implement security procedures and to review, analyze, and resolve difficult and complex problems for a multi-functional security program (i.e., physical, personnel, and information security,) within the organization, SCI physical security requirements as prescribed in DNI, DIA, NSA, AF, ACC, and USCENTCOM policies and regulations; knowledge of industrial security and contractor's access to SCI as stated in the National Industrial Program Operating Manual (NISPOM) and DNI, DIA and AF regulations, ability to write clear, coherent implementing instructions for SCI security techniques, practices, or methods and to understand and interpret various intelligence communities' positions affecting SCI programs, communicate clearly and effectively in writing and verbally to explain and clarify the goals, objectives, and performance standards expected by upper level management. Ability to provide SCI security guidance and technical assistance to the command and installation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Intelligence Community relationships
  2. Extensive knowledge of SCI and collateral security doctrine, operational methodology, and requirements within DoD, Air Force, USCENTCOM and ACC in order to to plan and implement security procedures and to review, analyze, and resolve difficult and complex problems for a multi-functional security program (i.e., physical, personnel, and information security,) within the organization.
  3. In-depth knowledge of SCI physical security requirements as prescribed in DNI, DIA, NSA, AF, ACC, and USCENTCOM policies and regulations.
  4. In-depth knowledge of industrial security and contractor's access to SCI as stated in the National Industrial Program Operating Manual (NISPOM) and DNI, DIA and AF regulations.
  5. Ability to fashion clear, coherent implementing instructions for SCI security techniques, practices, or methods and to understand and interpret various intelligence communities' positions affecting SCI programs
  6. Ability to communicate effectively, both orally and in writing and to articulate the goals, objectives, and performance standards expected by upper level management.
  7. Ability to provide consistent SCI security guidance and technical assistance to the command and installation
