Summary
This position is located in the Office of the Deputy Comptroller (Program/Budget), Office of the Under Secretary of Defense (Comptroller) (USD(C)). The Deputy Director, Program and Financial Control supervises a team of subject matter expert Budget and Program Analysts with diverse portfolios ranging from IT system support to multi-billion dollar reprogramming actions that require prior approval by the Congress.
The Deputy Director, Program and Financial Control is responsible for establishing and administering Information Technology (IT) policy for the OUSD(C) and developing the next generation of Department of Defense (DoD) Programming System and its interfaces with other DoD financial and resource management (feeder and related) systems. Major duties and responsibilities include, but are not limited to:
Develops, reviews, analyzes, and maintains systems that support both the Future Years Defense Program (FYDP) and the annual review and formulation of the Department's Budget. The incumbent has oversight of service contracts to develop and maintain the Comptroller's budget and funds control systems worth approximately $19 million annually.
Represents the OUSD(C) in all internal DoD management matters relating to information technology. In this capacity, the incumbent prepares technical guidance on the implementation of information technology in the OUSD(C) and serves as the key official liaison with service provider for OUSD(C). In addition, the incumbent oversees Information Assurance compliance for all Comptroller IT systems.
Supports the programming process of the Planning, Programming, Budgeting, and Execution (PPBE) process by developing IT systems that support the Department's FYDP and budget, provides technical guidance and instructions on DoD requirements for preparation and submission of budget estimates to the Office of Management and Budget and Congress; reviews and clears for submission to Congress all summary data in budget justification books.
Reviews DoD-wide summary financial reports for reasonableness, accuracy, compliance with instructions and consistency with other financial data; prepares and publishes a series of integrated financial tables that summarize DoD financial operations; reviews annual certifications pursuant to Sec. 1311 (P. L. 83-663) for compliance with instructions, consistency with other reports and control data, and identifies unusual cases not covered by Government-wide instructions; reviews recurring monthly reports for apparent or possible violations of Sec. 3679. R.S.; and prepares and publishes data on amounts available for restoration to expired accounts pursuant to 31 U.S.C. 701-708.

MANDATORY TECHNICAL QUALIFICATIONS:
1. Extensive knowledge of and experience in the technical and financial evaluation of major programs including budget formulation, budget execution, and reprogramming of appropriated funds.
2. Demonstrated skill in applying comprehensive knowledge of budget policy and procedures while reviewing and analyzing DoD-wide program/budget/execution data and advising Federal or Private Sector Financial Management leaders on alternative solutions.
3. Demonstrated ability to analyze and understand complex budget and financial management issues and manage complex financial system reporting requirements to ensure that budgetary and financial systems' reporting supports the Department's mission, program, and national security objectives.
