Duties

Help

As a Economic Development Representative (Public Notice Flyer), you will:

  • Develop and implement significant new program strategies;
  • Analyze key business and industry policy questions and contribute to significant agency decisions, policy recommendations and positions.
  • Plan and manage the delivery of high-priority economic development products and services which are central to the objectives of the Economic Development Administration.
  • Work closely with our Federal and non-Federal partners for the purpose of revitalizing, expanding, and upgrading distressed communities' physical infrastructure in order to attract new industry, encourage business expansion and generate or retain long-term private sector jobs and investment.
  • Serve as a technical authority for EDA and authoritatively and independently handle a broad range of programmatic areas and functions where the incumbent will apply their knowledge of the theories, dynamics and factors underlying economic development programs.
  • Brief EDA grant recipients and applicants (distressed communities, economic development agencies and organizations, public officials and civic leaders on EDA programs, funding opportunities, regulations, guidelines and investment activities.
  • Serve in an advisory capacity with the investment applicants and recipients and provide them with comprehensive technical and financial guidance to assure maximum and timely impact and results from EDA economic development investments.
  • Prepare and present reports and informational briefings and status updates to the Area Director regarding program investment pipelines, applications, allocation management, Investment Review Committee actions, application approvals and post-approval monitoring and important issues as well as how the area team is meeting all Operational Guidance requirements.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:

  • Planning and coordinating activities related to economic development projects; advising customers on economic development regulations
  • Serving as the primary point of contact on matters relating to economic development programs;
  • Planning and coordinating activities related to economic development projects.
  • Preparing and presenting reports and informational briefings and status updates so senior level employees.

Education

There is no positive education requirement for this position.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the Consolidated Appropriations Act, 2023's Hiring Authority as an employee under the Excepted Service for a period not-to-exceed two (2) years.
