THIS ANNOUNCEMENT EXENDED THOUGH MONDAY AUGUST 21ST.

The employee will provide advice with respect to the Evidence-Based Policymaking Act of 2018 (the Evidence Act); FHFA's Information Sharing activities; matters arising in connection with FHFA's research, data governance and data modelling activities; the Information Quality Act; the Paperwork Reduction Act (PRA); FinTech related matters; FHFA's internal controls and, other duties as assigned.

General Duties

1. Reviews and assists in the development and drafting of documents such as legal opinions, regulations and related documents, correspondence, and other documents of importance to the agency.

2. Contributes to the development of legal advice and determinations in matters involving the planning, discussion, and coordination of activities related to FHFA's Data, Research and Statistical activities.

3. Researches, analyzes, and evaluates legal issues pertaining to FHFA to prepare legal documents, reports and memoranda for review, approval, and use by senior staff.

4. Drafts legal documents and prepares presentations for senior staff and management on matters and research topics related to FHFA's Data, Research and Statistical Activities, PRA, data governance and modelling, information sharing, FACA, Evidence Act, FinTech, the Information Quality Act, FHFA's internal controls and other assigned topics.

5. Takes initiative to identify problems, develop solutions, and make recommendations by applying legal knowledge to agency functions.

6. Work with the Managing Associate General Counsel DRS and others to assist DRS and other divisions in ensuring compliance with FHFA and Government-wide policies, procedures, and legal requirements. Provides support for audits and reviews involving DRS activities and operations conducted by external auditors (i.e., GAO, FHFA Inspector General).

7. Participates in conferences, meetings, and presentations, and provides advice to attorneys and staff.

8. Performs other duties as assigned.




Evidence Act:

9. Under the guidance of the Managing Associate General Counsel for DRS, the employee will work collaboratively in support of FHFA's activities related to the implementation of, and compliance with, the Evidence Act, including working collaboratively with senior staff and others within FHFA on matters involving or related to the Evidence Act.

Information Sharing:

10. The employee will work in support of FHFA's activities related to information sharing with third parties, including other Federal agencies. The employee will negotiate and draft information sharing agreements, letters, and other relevant documentation; review and/or develop procedures related to information sharing; and provide advice to DRS and other offices regarding information sharing related matters.

11. Under the guidance of the Managing Associate General Counsel DRS Team, the employee will be responsible for collaboratively working with the Chief Data Officer and others in planning, developing, and maintaining the full range of policies, procedures, tools and techniques and reports for FHFA's information sharing activities.

Paperwork Reduction Act:

12. The employee will support FHFA's activities related to agency compliance with, and obligations arising out of, the PRA. Under the guidance of the Managing Associate General Counsel DRS Team, the employee will work collaboratively with the relevant program offices within FHFA in planning, developing, and maintaining the full range of policies, procedures, tools, and techniques necessary for FHFA's compliance with the PRA. The employee will assist in monitoring and tracking PRA related matters; provide advice to the General Counsel, FHFA legal and program staff; and ensure that FHFA is supporting "best practices" in the subject matter area.

Federal Advisory Committee Act

13. The employee will provide legal advice and support to FHFA staff with respect FACA related activities, including but not limited to FHFA agency-wide and departmental compliance with laws and regulations and associated matters. The employee will provide legal advice and counsel (including project support) to FHFA's FACA related matters.

Additional Matters

14. The employee will provide legal advice and support to FHFA staff with respect to FinTech, FHFA internal controls and other matters as assigned.

Qualifications

BASIC EDUCATION REQUIREMENT: All applicants must possess the following

- J.D. or LL.B. degree --AND-

- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico.


Qualifying experience for the EL/GS-12 level includes one year of specialized experience at least equivalent to the EL/GS-11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include the following:

  • Conducting legal research and analysis on issues or matters related to any of the following areas of law, or a related subject matter:
    • Evidence Act, Infrmation Quality Act, Home Mortgage Disclosure Act (HMDA), Paperwork Reduction Act (PRA), Federal Advisory Committee Act (FACA), Financial Technology, e-Discovery, internal controls, or other related areas of law.
  • Supporting legal research and analysis in the development of policies and procedures, guidance, or legal opinions or other legal documents.
  • Addressing legal issues related to one of the following subject matters:
    • privacy and information law.
    • data use, disclosure, and governance and control matters.
    • research and statistical matters;
    • internal controls.

Qualifying experience for the EL/GS-13 level includes one year of specialized experience at least equivalent to the EL/GS-12 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

  • Drafting and preparing legal documents related to privacy or information law, including but not limited to:
    • Drafting and preparing infrmation and data sharing agreements and memorandums of understanding.
    • Preparing PRA documentation drafting and reviewing FACA-related documents.
    • Preparing and drafting documents supporting Evidence, Information Quality, or HMDA Act compliance; or
    • Preparing and reviewing Agency policies and procedures on related areas of law or policy.
  • Addressing legal issues related to one of the following subject matters:
    • data use, disclosure, and governance and control matters.
    • research and statistical matters;
    • internal controls.
