Summary

You will serve as the Director of the Commandant of the Marine Corps (CMC) Office of Net Assessment, an advisor to the CMC for net assessment matters and the evaluations necessary to diagnose strategic problem sets and reduce the risk of strategic surprise and serve as a critical interlocutor with senior leaders across the Marine Corps, Sister Services, Office of the Secretary of Defense, other Government agencies, and civilian organizations.

Duties

Help
  • You will serve as a senior strategic advisor to the CMC, developing, advising, and consulting on any net assessment portions of the CMC Planning Guidance, annual updates, or congressional reports and testimony.
  • You will develop and coordinate independent net assessments of trends and future prospects of U.S. military capabilities and potential in comparison to current and emerging adversaries.
  • You will provide strategic analysis to enhance CMC's ability to project and sustain USMC contributions to military power on a global scale, meet force challenges, analyze trends, develop scenarios, and leverage technology and process improvements.
  • You will manage an independent research program to harness the latest thinking and relevant historical lessons, through diverse sources, and cultivate a network of strategic thinkers for the USMC to draw from.
  • You will conduct future-oriented wargames that incorporate net assessment, comparative analysis, strategic forecasting, and foresight against alternate futures to inform enable anticipatory thinking of senior leaders? strategic-level decisions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Expert knowledge of the techniques of net assessment, comparative analysis, strategic forecasting, and strategic foresight to develop and articulate future military problems in competition, crisis, and conflict.

2. Ability to provide analysis of key trends and dynamics impacting the international system, its future trajectory, the nature of competition in the system, and their implications for the roles, missions, and contributions towards U.S. military advantages.

3. Expert knowledge in military arts and sciences.

4. The incumbent must have a proven record of strategic thinking at executive and managerial levels of government, with demonstrated expertise in strategic concepts. The incumbent should have authored strategy papers suitable for senior military leaders.

5. The incumbent is required to have extensive knowledge of, and preferably experience with, congressional activities affecting Department of Defense (DoD), Joint Staff, or military services policies and affairs.

6. Knowledge of national security affairs, particularly strategic initiative issues, a background in national security decision-making, and understanding of the statutory roles in the national security architecture.

Education

A bachelor's degree from an accredited institution is highly desired. A master's or advanced degree in Military Arts and Sciences, National Security, or International Affairs is highly desired.

Additional information

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.

This position is not covered by the Department of Defense Priority Placement Program.

Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview. The Ad-hoc Executive Resources Board (AERB) will review results and make recommendations on final selections to the approving authority.
